Special S@SSIOtI March 27, 2000 s3eoe SPECIAL SESSION—MARCH 27, 2000 Council convened in special joint session with the City of Jackson Board of Aldermen on Monday, March 27, 2000, at 7:00 p.m. at the Osage Community Centre with Cape Girardeau Mayor Albert M. Spradling III and Jackson Mayor Paul W. Sander presiding. Cape Girardeau City Councilmen present were Richard Eggimann, Melvin Gateley, Melvin Kasten, Tom Neumeyer, Jay Purcell and Frank Stoffregen. Jackson Board of Aldermen present were Joe Baker, Larry Cunningham, Larry Hall, David Hitt, Kerry Hoffman, David Ludwig, David Reiminger, and Valerie Tuschhoff. Cape Girardeau City Engineer Mark Lester and Jackson Public Works Director Jim Roach reported on the studies of the two cities' water systems and emergency interconnections. After review of both staffs and a consulting firm, four possible interconnection sites were reviewed, with the most feasible being on County Road 313 (Lampe Road). The next step is for the staff to review final interconnection details, including pressure differences, valves and metering. Mr. Lester reviewed the cost estimates for the possible locations. The preliminary estimate for Lampe Road was $175,000 and for Center Junction was $350,000. Mayor Sander stated that there would not be a report on the joint annexation study. Jeff Brune of Cape Girardeau County, Dan Triller of the City of Jackson, and Ken Eftink of the City of Cape Girardeau, presented a report on activities of the Stormwater Management Steering Committee. The Committee was formed in the Summer of 1999 from representatives of the three entities. With the help of David Owen of NRCS and Brad Propst of the Missouri Department of Conservation, four grant applications to the Department of Natural Resources were prepared and submitted. In February of 2000, notice was received that four grants were awarded from DNR as follows: Hubble Creek project (Cape County), Broadway project (City of Cape), Cape Meadows project(City of Cape), and the Stormwater Master Plan (City of Cape). A technical subcommittee was formed to review ordinances and changes for uniform regulations for stormwater detention and erosion, and made the following recommendations: develop a separate design manual for calculating methods for detention, use the DNR manual for best management practices for erosion control, provide educational opportunities to developers, and add developers to the steering committee. Key issues the subcommittee is still reviewing are waiving detention for smaller projects, giving developers an option to pay a fee instead of building on-site detention, maintenance of basins, restricting development on creeks, personnel and funding to implement the plan, and providing training for developers. The Committee plans to have a draft ordinance to each entity by June or July, a final ordinance by September, and hopes to have each ordinance adopted by November, 2000. Upon questioning by several Aldermen and Councilman, Mr. Eftink explained that the process of developing a fee schedule in lieu of a detention basin has not been reviewed with developers. This type of fee is in place in other communities, and will be discussed at the developer training sessions. [n addition ,the training will include demonstrating to developers how to install erosion control measures and detention facilities, Presiding Commissioner Gerald Jones presented a report on countywide Planning and Zoning. In December, 1996, the County Commission appointed ten individuals to serve on the County Planning and Zoning Commission. They have now completed a planning and zoning document to place on the ballot on November 7, 2000, for Cape Girardeau County. The Commission is asking for endorsement of this proposal from the cities of Jackson and Cape Girardeau. 412 Proceedings of the City Council, City of Cape Girardeau, Mo. Special S@SSIOCI March 27, 2000 S31809 John Dudley, Chairman of the County Planning and Zoning Commission, and Mr. Roger Arnzen of County Mapping and Zoning, presented a history of County Planning and Zoning, what the status is now, and what is being proposed. A planning program was implemented in 1973, which - was used until the early 1990's. At that time the County presented a zoning ordinance. There was a citizen initiative on the November, 1992, ballot, and all County planning and zoning was removed. There has not been either since that time. Due to concerns by citizens, the County now feels there is enough interest to bring this issue back up. The County will be meeting with citizens and civic groups to present the County Planning and Zoning proposal, and it will be on the November ballot. The goal of the commission was to create a very simple ordinance and to zone as unaggressively as possible. Under the proposed plan, there will be five zones. Partculars of the zones were reviewed, including the siibdividing of land. Due to State statute requirements for first class counties, the ballot wording will only ask if the County should have County Planning; however, this will also include zoning. One other first class county in the state has this issue on the ballot in November, and the wording is the same. The zoning ordinance is complete; however, Semo Regional Planning Commission is finalizing the master plan. Copies will be given to both cities to review. Mayor Sander stated that the City of Jackson approves the concept of County Planning and Zoning. It was suggested that a future meeting be held to review the proposal. Upon questioning by Councilman Stoffregen, the requirements for sewage disposal systems were discussed. Presiding Commissioner Jones emphasized that all individuals in the County will vote on this issue. He requested the endorsement of the cities of Jackson and Cape Girardeau after the proposal is reviewed in depth. Mayor Sander ►ntroduced staff from the City of Jackson that were present and welcomed the members of the Cape Girardeau County Commission. Mayor Sander and the Board of Aldermen made comments in support of the joint meetings of the Board and the Council and the future cooperation between the two cities. Mayor Spradling introduced staff from the City of Cape Girardeau that were present. He announced that Dr. Kasten and Mr. Gateley will be departing the Council after the next regularly scheduled meeting due to term limits. The City Councilmen commented on the joint efforts of the two cities to work together on issues of mutual interest. There being no further business, the Board of Aldermen adjourned upon Mr. Ludwig's motion, Ms. Tuschhoff's second, and a unanimous vote. There being no further business, the Council adjourned upon Mr. Neumeyer's motion, Mr. Eggimann's second, and the following vote: Ayes, Eggimann, Gateley, Kasten, Neumeyer, , Purcell, Spradling, Stoffregen.
