Mr. Dwayne Bryant appeared regarding BILL NO. 98-99 and questioned the procedure if an
individual does not want to join the sewer district. The city's estimate for him to connect to the
proposed sewer is $12,000 to $14,000; however, the cost for Mr. Stevens is only $6,000, and
he is the individual with the septic tank problem. Originally there were three property owners
to be included in the district. If the three individuals on Evergreen are added to the district,
this will increase the cost of the district.
City Manager Michael Miller responded that even if the ordinance is approved establishing the
district, the individuals may still construct their sewer under a private contract. This district
covers six property owners, and if all six complete the sewer under private contract, then the
district will not proceed.
Mr. Bryant also questioned why an 8" sewer main was added to the sewer project on
Lakewood Drive after the Perryville Road project was contracted. The sewer is not going to
service anyone, and the city is paying for it. He stated the city should have looked into the
Hanover sewer when the Perryville Road contract was drawn up. City Engineer Mark Lester
responded that 300' of sewer main was added to the Perryville Road project which will serve
the Lakewood area in the future. The sewer project will service approximately 25 households
who are presently on septic tank, and the cost will be tax billed when the project is complete.
Mayor Spradling explained that in 1993-94, residents along Perryville Road came to the
Council and requested a sewer district. However, the Council withdrew the district because of
public objections. Now, due to the sewer problems in this area, the Council is forcing the
district and tax billing the costs to those in the district.
Mr. Eggimann questioned where the money is coming from to cover the costs of the Hanover
sewer district. Mr. Lester responded that it was budgeted in the Capital Improvements
Program.
BILL NO. 98-99 was given first reading as follows:
AN ORDINANCE ESTABLISHING THE BOUNDARIES OF LATERAL SEWER DISTRICT
NO. 14-1-F-10, A SUBDIVISION OF TRUNK SEWER DISTRICT NO. 14-1-F
Mr. Eggimann made a motion, seconded by Dr. Kasten, to approve the first reading of BILL
NO. 98-99. Mr. Gateley stated that even if this district is formed, individuals can have their
sewer constructed under a private contract. He questioned whether more properties could be
added to the district to reduce the cost. Mr. Lester stated there are no other properties in the
area to add. Mr. Purcell requested that the property owners be allowed a proper amount of
time to receive the plans and obtain bids before the city proceeds with the project. The motion
was approved upon the following vote: Ayes, Eggimann, Gateley, Kasten, Neumeyer, Purcell,
Spradling, Stoffregen. Nays, none.
