REGiJI.AR SESSION-JANUARY 20, 1998
Council convened in regular session on Monday, January 20, 1998, at 7:30 p.m. with Mayor Albert
M. Spradling, Iii presiding and Council Members Melvin Kasten, Tom Neumeyer, and J.J.
Williamson present. Richard Eggimann and Melvin Gateley were absent.
The invocation was presented by Rev. Robert Klein, St. Mark Lutheran Church EI.CA, and the
Pledge of Allegiance was recited.

The minutes of the January 5, 1998, regular sessions were approved upon Dr. Kasten's motion, Mr.
Williamson's second, and the following vote: Ayes, Kasten, Neumeyer, Spradling, Williamson.
Nays, none.
The agenda was adopted as distributed upon Dr. Kasten's motion, Mr. Williamson's second, and the (
following vote: Ayes, Kasten, Neumeyer, Spradling, Williamson. Nays, none.
Mr. Mike Ballou appeared to discuss the recent ordinances approved by the Council calling an election j
for various fee increases in the city. He reviewed revenues and expenses for several city facilities that
offer services to the citizens. However, he explained that the city charges for a dog license and does
not provide a service. Now the city is proposing to raise the fees for licensing of dogs, whether or
not they are neutered, and this would be a sin tax, much like a cigarette and beer tax. He stated that
the U.S. Taxpayer Party is opposed to charging a fee to dog owners to help pay for expenses
associated with collecting stray cats and dogs.
Mayor Spradling stated that BILL NO. 98-3, relating to the Cape La Croix Creek/Walker Branch
Flood Control Project, and item 19, relating to a liquor license for Peppy's Sports Bar, will be
continued to the February 2 City Council meeting. He has a financial conflict of interest on both
issues, and therefore, there were not enough Council members present to vote for or against either
issue.
