Eggimann questioned why the city is noti reducing the number of trash containers from two to one as was previously recommendecfl by the Solid VVaste 'Task Forcea 1'his would assist individuals on a linuted income and increase the number of stickers being sold for the additioaal bags, i Finance D°arector John Richbourg reviewed the reducton in revenues in the solid waste fund over tle past year. Public VVorks Director poug L,eslie explained that a Yarge portion of the solid waste fee is not volume basede Even if the volume of trash is reduced, a base fee still has to be maintained to cover the base costs of going to every household in the city. iJpon questioning by 1V1r. fiateley, Mr, L.eslie explained tliat the $40,000 in the solid waste fund capital equipment will be used to replace a compactor urut at the transfer station and to purchase miscellaneous containers. F'ollowing cliscussion, Mr. Gateley made an amending motion, seconded by 1VIr. Eggimann, that the proposed five percent increase be admirvstered over two years, with a maximum increase of three percent in the 1997-1998iscal year. The Council discussed the transfer sta6on rates and the services covered under the solid waste fee. ilpon th request of IVfro VVilliamson, Mr. Richbourg addressed the amending motion. If the fee increase ►s reduced to three percent, this would leave $10,000 for I i capital equipment, which is inadequate. Since the solid waste fund is an enterprise fund, ifevenues are cut back, expenditures have to be reduced or the reserves will have to be reduced, 'I'he Council cliscussed with Mr. Itichbourg the debt service payment to the general fund and other issues about the ' solid waste fund.
