Regular Session My 19 97 S23787 SPECIAL SESSION-MAY 7, 1997 Council convened in special joint session with the Cape Girardeau Public School District#63 Board of Education on Wednesday, May 7, fl997, at 7:30 p.m. with Mayor A1 Spradling III presiding and ICouncil Members Richard Eggimann, Melvin Gateley, 1Vlelvin Kasten, Tom Neumeyer, Jack Rickard, and J.J. Williamson present. School Board 1Vlembers present were Robert Blank, Ferrell Ervin, Bob Fox, David Goncher, Terry Taylor, and Steve Wright. Mayor Spradling opened the meeting and welcomed the school board members. i Superintendent of Schools Dan Tallent stated the school district has a tentative agreement to purchase 75 acres from Earl Norman at the corner of Silver Springs Road and Southern Expressway future extension. He suggested this group discuss improvements in the area, including tfie possibility of straightening the intersection of Southern Expressway and Mt. Auburn Road, the number of exits onto Kingshighway, and the sewer and water improvements needed for the proposed new vocational- techrvcal school and high school. City Planner Kent Bratton distributed copies of relevant parts of the Capital Improvements Progracn, The Mt. Auburn and Southern Expressway extensions are scheduled in fiscal 1999-2000 and are funded by the Transportation Trust Fund. The city acquired the right-of-way for the Southern I Expressway extension when it installed the I-55 sewer trunk line in 1990. The cost estimate for Southern Expressway is$350,000. If the street is realigned, the c►ty will have to purchase additional right-of-way and change the grade of the road, which will increase the cost of the project. The Ramsey Branch lift station/trunk sewer project through this area is scheduled for 1998-1999. The master water plan calls for a 12" developmental water main loop along Southern Expressway and an I 8" main along South Silver Springs Road> 'The cost estimate is $300,000, and there is no funding in place for water improvements at this time. I Upon questioning by Mr. Williamson, Dr, Tallent explained that the district intends to close Washington and May Green schools in the first phase of their project. The district will attempt to sell the buildings for a use in the commurvty, but if a suitable buyer is not found, the district will tear them down and sell the lots. They discussed the status of both buildings. Dr. Tallent discussed the proposed new elementary school on North Sprigg and the school's busing policy. Regarding the intersec6on of Silver Springs and Kingshighway, Dr. Fox questioned whose responsibility it is to install traffic signals. When the school opens this will be a very busy intersection until the other road extensions are completed. Mr. Bratton replied this would fall under the Missouri Department of Transportation, and he suggested the school board contact the District Engineer directly. Dr. Tallent questioned whether the city would move up the time table for constructing the Mt. Auburn _ and Southern Expressway extensions to coincide with the construction of the Vo-Tech building. Mayor Spradling explained the city has to stay within the trust fund priorities as approved by the voters. If funds increase and construction is completed faster than andcipated, then the city could look into moving this project up. Mr. Williamson questioned if the district would have money to fund the project on the ftont end and then the city could repay the district with the trust fund money. According to Dr. Tallent, school districts can lease/purchase the construction of new buildings, but he did not know if this could apply to street construction. I 230 Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session MY 7 19 97 523787 Mr. Goncher stated that the intersection of Mt. Auburn Road and the irst entrance to Doctors' Park near El Chico is very hazardous, and the city may need to look into installing traffic signals in the futuree Upon questioning by Dr. Tallent, Mr. Bratton stated that the Bloomfield Road improvement ►s scheduled for 1998-1999. Dr. Tallent explained there are eight school districts served by the Vo-Tech school. There is usually an average of 700 students and 700 adults enrolled at the school, Once the high school is completed, it is estimated there would be approximately 3,000 additional cars per day traveling in this area. Regarding the new elementary school at Sprigg and Berding, Dr, Tallent quesrioned whether the city would be interested in developing a common play area that would be adjacent to the school and to Casquin Park. Mayor Spradling stated that the Cityys Parks and Recreation Director could work with the schools recreation advisory personnel on this mattere Dr, 'allent flndicated the school district would like to stay active in the discussions the city is having with the cable television companya All of the schools need access to technology. Fiber optics are the easiest way to accommodate the school's plans; however, other means to provide the same opportunitaes would be acceptable. 5tate funding for the vo-tech school was discussed, Dc. Fox questioned why Southern Expressway couldn't run straight across and curve up towards IVit. I Auburn Road. Tlus would allow more property for the school. Mr. Bratton explained that due to the I depth of the trunk sewer line, it cannot be moved and buildings could not be built over or close to it. I-Iowever, as stated earlier, the road could be moved but it could be substantially more costly. The road will be 48' wide allowing for four lanes of traffic, Dr. Tallent explained in order for the architect to develop a view of the proposed building, he must locate it on the lot. The location of the street has to be es4blished before the building can be located on the lot. Presently there are two (ocal architects and two local surveyors working on the projecto There being no further business, the City Council d Board of Education adjourned. I , A. .
