SPECIAL SESSION-JUNE 5, 1996
Council convened in special session on Wednesday, June 5, 1996, at 12:00 noon with Mayor AI
Spradling III presiding and Council Members Richard Eggimann, Melvin Kasten, Jack Rickard, and
J.J. Williamson present. Melvin Gateley and Tom Neumeyer were absent.
BILL NO. 96-180 was given first, second and third readings as follows:
AN ORDINANCE AUTHORIZING THE ISSUANCE OF SEWERAGE SYSTEM REVENUE
BONDS (STATE REVOLVING FUND PROGRA1Vn SERIES 1996, OF THE CITY OF CAPE
GIRARDEAU, MISSOURI, FOR THE PURPOSE OF EXTENDING AND IMPROVING THE
CITY'S SEWERAGE SYSTEM; PRESCRIBING THE FORM AND DETAILS OF SAID BONDS
AND THE COVENANTS AND AGREEMENTS MADE BY THE CITY TO FACILITATE AND
PROTECT THE PAYMENT THEREOF; PROVIDING FOR THE COLLECTION,
SEGREGATION AND APPLICATION OF TI�REVENUES OF THE SEWERAGE SYSTEM OF
THE CITY FOR THE PURPOSE OF PAYING THE COST OF OPERATION AND
MAINTENANCE OF SAID SYSTEM, PAYING TI�PRINCIPAL OF AND INTEREST ON SAID
BONDS, AND PROVIDING REASONABLE AND ADEQUATE RESERVE FUNDS; AND
AUTHORIZING A NON-INTEREST BEARING LOAN FROM THE WATER AND
WASTEWATER LOAN FUND OF THE STATE OF MISSOURI AND PRESCRIBING OTHER
MATTERS RELATING THERETO
Finance Director John Richbourg stated this ordinance is to approve the bonds that were sold on June
4, 1996. He reviewed the rate information on the bonds. These are to cover the second phase of the
sewer separation project.
The first, second and third readings of BILL NO. 96-180 were approved and the ordinance adopted
upon Mr. Williamson's motion, Dr. Kasten's second, and the following vote: Ayes, Eggimann,
Kasten, Rickard, Spradling, Williamson. Nays, none. BILL NO. 96-180 is ORDINANCE NO.
1971.
There being no further business, the Council adjourned upon Mr. Eggimann's motion, Dr. Kasteds
second, and the following vote: Ayes, Eggimann, Kasten, Rickard, Spradling, Williamson. Nays,
none.
