A RESOLUTION AUTHORIZING APPLICATION TO THE
NATIONAL PARKS SERVICE HISTORIC
PRESERVATIONS GRANT DIVISION FOR THE
PRESERVE AMERICA GRANT, AND AUTHORIZING THE
CITY MANAGER TO EXECUTE ALL NECESSARY GRANT
DOCUMENTS
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute
grant applications to the National Parks Service Historic
Preservations Grant Division for the Preserve America Grant and
is hereby authorized to execute all necessary grant documents. A
copy of said Application is attached to this Resolution and made
a part hereof.

2. PROJECT SUMMARY
A. Briefly summarize your project emphasizing the primary objectives and results.
(Your summary must fit in the space provided. Use at least a 10 -point font.)
Founded along the Mississippi River more than 200 years ago, Cape Girardeau, Missouri, has evolved from a tiny
trading post established in 1733, to a culturally -rich community of 37,000 residents with a daytime population close to
100,000.
In 2003, the City of Cape Girardeau worked with Northstar Destination Strategies of Nashville, TN to develop an
extensive brand identity for the city. "Cape Girardeau: Where the River Turns a Thousand Tales," was selected, noting a
town rich with history and heritage. Since the adoption of this brand, the Cape Girardeau Convention and Visitors Bureau
has worked diligently to market Cape Girardeau as heritage tourism destination. This year, the CVB has started a
program/sponsorship to keep four of our historic sites open 6 days a week, increasing accessibility to summer travelers.
In addition, many recent new attractions have been added to Historic Downtown Cape in the last few years, such as the
Red House Interpretative Center, Mississippi River Tales Mural, Missouri Wall of Fame Mural, the River Campus of
Southeast Missouri State University, the old Mississippi River Bridge Outlook, enhanced trail system, restoration of the
Civil War Fort D, and a children's museum planned for a building in a Historic Register district. We feel an increased
effort needs to be made to market many of these attractions to the heritage tourism seekers and a need to professionally
review the accessibility of downtown from major routes of travel for visitors. The ultimate goal of the project is the
increased economic viability of downtown as a heritage tourism destination.
Our increased marketing efforts entail a billboard campaign, increased advertising with an emphasis on regional
markets, downtown destination banners, riverfront reader boards, and wayfinding review & development.
3. PROJECT DESCRIPTION AND BUDGET
Applicants are strongly encouraged to provide answers in the spaces provided.
A. Describe the historic resources affected by the project, including whether they are listed in the National
Register of Historic Places and/or designated at the State or local level. Please explain how this project will
aid in the preservation of the resources listed.
This project will serve to market the unique historic and cultural assets of the City of Cape Girardeau's Historic
Downtown. Cape Girardeau currently has 23 buildings listed individually on the National Register and' 5;>Nationa4 Register
Historic Districts, with a sixth district currently proposed. Most of these buildings and all six of the'distdttslie'within the
downtown core.
Cape Girardeau served as a vital commercial port between St. Louis and Memphis with the development of
steamboats in the early 1800s and later the railroad. A majority of the buildings in the downtown area were constructed
during this time, between 1850 and 1920, and are primarily two and three story brick buildings. These buildings housed
hotels, banks, restaurants, shops and warehouses. The most prevalent architectural styles are Italianate, Colonial
Revival, and Tudor Revival.
Directly, two of the four heritage tourism sites sponsored by the CVB are listed on the National Register for Historic
Places. The Glenn House, a Victorian Home Museum completed in 1883, and St. Vincent De Paul Catholic Church, a
rare English Gothic Revival Church constructed in 1853, are both on the National Register of Historic Places. The Cape
River Heritage Museum is a Local Historic Register Landmark and formerly served as Fire Station No. 1. The fourth site,
the Red House Interpretative Center, is a representation of Cape Girardeau founder Louis Lorimier's home and trading
post. All four sites served a vital role in the history of Cape Girardeau.
Bringing more visitors to these sites and downtown will strengthen the economic vitality of the downtown area. With
the increased marketing of our historic and cultural resources, we will greatly enhance downtown's ability to compete for
new and unique businesses, retain the current businesses in downtown, and encourage investment, both public and
private, in the preservation and restoration of our historic building.

Project Objectives
• How will the proposed project promote heritage tourism in the community and lead to the preservation of
its historic resources?
The City of Cape Girardeau, situated on the Mississippi River, between St. Louis and Memphis is a community rich in
history and serves as a regional center for education, commerce, and medical care, attracting an estimated 100,000
people daily. Many of these visitors conduct all of their business on the western side of the city away from downtown,
where much of the growth and development has happened due to accessibility from the interstate. However in recent
years, Historic Downtown Cape Girardeau has begun to develop as a distinct destination with the addition of art galleries,
coffee houses, antique shops, salons, jewelers, restaurants and bars. These businesses have all been attracted to the
downtown area due to the unique historical setting and cultural resources that only Downtown Cape Girardeau can offer.
The City, Old Town Cape, Chamber of Commerce, and Convention and Visitors Bureau have all worked diligently to
highlight our historic downtown and encourage new developments that enhance our historical and cultural resources.
These recent developments include, but not limited to:
O Southeast Missouri State University's River Campus- adaptation of a National Register historic seminary
on the banks of the Mississippi River as a Visual and Performing Arts Campus, serving as a cultural center
for the region
O Missouri Wall of Fame Mural- depicts 46 famous Missourians
O Mississippi River Tales Mural- stretching over 1,000 feet long, it depicts the history of Cape Girardeau from
900 AD to present day
O Red House Interpretative Center- an 1800s representation of Cape Girardeau founder Louis Lorimier's
home and trading post
O Restoration of Old Mississippi River Bridge Overlook- the restored approach of the City's first bridge
over the Mississippi, constructed in 1928
O Restoration of Civil War Fort D- the only remaining Civil War Fort remaining of the four that protected the
city
O Private restoration of homes and businesses throughout downtown
This project will increase visitor awareness of Historic Cape Girardeau as a heritage tourism community, to invite and
draw moreviQitors to our,cgmmunity, and to increase the length of stay and amount of money those visitors spend while
in Cape Gira€6eau,.bAttracting additional consumers is the engine that drives downtown development and preservation of
historic structures. Marketing the historic and cultural resources of Downtown Cape Girardeau will greatly enhance
downtown's ability to compete for new and unique businesses, retain current businesses, and encourage investment, both
public and private in the preservation and restoration of our historic building stock.
Describe how the project meets the goals of the local or statewide preservation plan, heritage tourism
plan, or other plan(s) that address heritage tourism, cultural resources, and preservation. Identify the
specific goal(s) and plan(s) and state when they were developed and adopted by the community.
Vision 2020: A Strategic Plan for Cape Girardeau's Future (Approved by City Council: Aug. 7, 2000)
Arts, Culture, & Leisure Goals:
Goal 2. Promote, encourage, and enhance awareness of the diverse cultural heritage of our community.
State of Missouri's 2004-2009 Preservation Plan. (Adopted April 6, 2004)
Goal 1: Increase public understanding, appreciation and support for the value of historic preservation.
Goal 2: Strengthen and enhance historic preservation as an economic development tool.
The City of Cape Girardeau and Old Town Cape (Accredited Main Street Program) are currently developing a
comprehensive downtown strategic plan with the assistance of the DREAM Initiative and Peckham Guyton Albers & Viets,
an urban consulting firm. The DREAM Initiative (Downtown Revitalization and Economic Assistance for Missourians) was
started in 2006 by Missouri Governor Matt Blunt, and Cape Girardeau was selected as one of the ten inaugural
communities. While still in draft form, the DREAM Marketing Plan has provided recommendations for marketing
objectives and downtown strategies to attract tourists, customers, investors, and businesses to the downtown area.

• Describe the public-private partnerships involved in the project and how these partnerships will sustain
and support the resource(s) after the grant project is complete? Describe/list all entities that are involved with, or
affected by, the project. Attach evidence of involvement from partner organizations such as letters of support that specifically
state confirmation of their contribution (s). See Supplemental Information in the guidelines for more information regarding
partnership documentation.

In developing a comprehensive downtown strategic plan with assistance from the State of Missouri and Peckham Guyton
Albers & Viets, the City of Cape Girardeau has actively sought public involvement. The city has hosted focus groups,
visitor surveys, and a community survey, which have all been used to gather as much public input as possible, to ensure
that the public is actively involved in the preservation of Downtown Cape Girardeau.
C. Project Activities -- Describe the project activities necessary to achieve the Project Objectives? List and
describe all tasks and products. All grant activities must be accomplished within the grant period (generally 1 to 2
years).
Increased Marketing Campaign will include:
O Billboard Campaign: Design, fabrication and installation of billboards that tie into the community's -rich history and
culture and encourage spur-of-the-moment reminders for travelers along major routes, including Interstate 55,
which stretches from Chicago to New Orleans.
O Increased Advertising: Increased advertising efforts with focus on Cape Girardeau as a heritage.tourism
destination and increase regional advertising to encourage local travelers to consider Cape Girardeau with the
rising cost of fuel.
O Downtown Destination Banners: Develop, design, fabricate and install banners in the downtown area that
highlight the districts, events and historic resources in the downtown to encourage longer stays and repeat visits.
O Riverfront Fun Facts for Children: Develop, design, and install four reader boards on the riverfront with
information about the river for children.
O Wayfinding review & development: Review and assess current and proposed destinations in the Cape Girardeau
area and develop a plan to implement wayfinding system, including monument signs, destination signs,
directional signs, route signs, informational sings, and other urban design elements.

What are the sources of the non-federal match?
List the secured sources and other funds associated with the required dollar -for -dollar non -Federal match, which can
be cash, donated services, or use of equipment. Federal appropriations or other Federal grants may not be used for
match, except Community Development Block Grants (CDBG) grants from the Department of Housing and Urban

APPLICATION SUBMISSION
Applications must be submitted in hard copy. Faxed applications and applications submitted electronically will not be
accepted. Applications not received by the deadline and incomplete applications will not be considered. Additional
materials sent separately from the application will not be considered part of the application and will not be included in
evaluation of the application.
Application materials will not be returned. All application materials, including photographs, become the property of the
National Park Service and may be reproduced by NPS or its partner organizations without permission; appropriate credit
will be given for any such use.
YOU MUST SUBMIT:
• (1) original and seven (7) copies — a total of 8 — complete application packages (preferably double -sided).
• One (1) additional photocopy of page one of the application.
• Page one of the application must be the first page in the original and copies. Do not use other cover pages.
• The original must be secured with a binder clip.
• Each copy must be securely held together with a staple or binder clip; do not use pocket folders, notebooks, or ring
binders.
A complete application package includes:

• Authorizing Official signature.
• Timeline for project completion.
• Detailed budget.
• Resolution of Support.
• Necessary supplemental information to explain the project (photographs, maps, documentation of public/private
partners, etc.)

Federal agencies in Washington, D.C. is irradiated, which can damage or destroy materials and lead to a delay in
