Zoninq Items
1. Special Use Permit, Northwest Corner of Perryville Road and Lexington Avenue, owned by
Westside Investments, LLC (Bill Stanfield), for a convenience store and gasoline station,
located in an R-1, Single-Family Residential District.
This request is for the construction of a new convenience store and gasoline station
at this location. The Wink's store located on the lot immediately north of this
property will move into the new structure. The new facility will be 2,520 square feet
with three fuel pumps, and the site will have access from both Perryville Road and
Lexington Avenue, and would allow easier access for customers and delivery
vehicles. On the application submitted, the prior Special Use Permit applications
were not listed. We have compiled this list and it is in the application.
On verbal contact with Beckie on May 3, 2006, Mr. Stanfield indicated that if the new
c-store is approved, the existing gas pumps will be removed and the existing
building converted into retail and/or office space. If this is not feasible, they will tear
it down and build apartments (existing tract is zoned R-4).
This request was recommended for disapproval at the May 10th meeting and
referred to the City Council. The Council referred the application back to Planning
and Zoning with Mr. Stanfield's offer to make revisions to the driveways and site
plan. The original locations of the driveways have been moved away from the
intersection and the turning lanes. On Lexington, the drive was moved 80 feet to the
west and on Perryville, 40 feet to the north. Also, on the suggestion of the
Engineering staff, the island between the existing Wink's drive and the new entrance
was extended to the north to better separate traffic. The lighting will be directed
toward the building. Exterior design of the building has been revised to blend into
the neighborhood by using residential type materials for construction, and the size of
the building has been reduced by 80 square feet. Also, landscaping of the site has
been proposed. We put Stanfield's memo on the changes and the revised site plans
at the back of the application in your agenda packet. These items carry our receipt
stamp dated 6-2-06.
2. Special Use Permit, 2500 block of South Sprigg Street, owned by Southeast Missouri Stone
Company, for construction of a petroleum products terminal, located in an M-2, Heavy
Industrial District.
This request is for the construction of a bulk liquid asphalt storage facility with a total
storage capacity of approximately 4,000,000 gallons. The materials are to be
delivered by river barge and stored in two (2) heated storage tanks. Trucks will
deliver the heated material. An office facility will also be constructed at the site.
Subdivisions
1. Spanish Street Condominiums Plat No. 2, Record Plat. (Williams Family Investments,
Inc. and William and Clorinda James)
This is a two-unit subdivision. The subdivision will divide the existing lot 2 (one unit)
into two units. The development is located in a C-3, Central Business District, area
and would allow commercial and residential development.
2. Brookshire Estates Sih Subdivision — Revised, Record Plat (Brookshire Estates
Townhouses, LC)
This is a nine lot subdivision. This subdivision is a revision of the existing
Brookshire Estates Sixth Subdivision, which was developed for the construction of
condominium units. The development will be for"duplex" single-family residences.
Other Items
On June 5th, the Council authorized a contract with Smith and Company for the design of
LaSalle Avenue. The Crawford, Bunte and Brammier firm has been selected for the design of
Armstrong Drive and their contract should be on the Council's June 19th agenda. Planning and
Engineering have not had time to develop the TTF-3 schedule yet, but we hope to do so soon.
Staff has no other items for the agenda at the time of this preparation.
