Introduction of Special Guest/Visitors
Mrs. Sanders introduced Andy Meyer, East Main Extension project manager from MODOT, and
turned the floor over to him.
Mr. Meyer gave a progress report on the new I-55 interchange at East Main Street and La Salle
Avenue. He said that Dumey Excavating received the bid far the grading work which should
begin in August or September. Mr. Meyer explained that the interchange would be similar to
that in Fruitland in such a way that the interchange would be under the interstate. The schedule
is to build the east ramps first then divert traffic onto these ramps while the bridges are being
constructed. Mr. Meyer said that the completion date is set at late 2007 depending on the
weather.
The floor was then turned over to Mr. Kent Bratton, Director of the Division of Planning
Services far the City of Cape. Mr. Bratton talked about the new proposed Armstrong Drive that
would run from Seimers Drive behind Wal-Mart and over to Route K. From there it would
/ follow Route K and then go north and tie into Lampe Road which will eventually tie into Old
Cape Road East in Jackson. Mr. Bratton also talked about Cape's upcoming revision to their
comprehensive plan and how they would be looking at the connector roads between Cape and
Jackson.
1
Mrs. Sanders first talked about the comprehensive rezoning at East Main Street, South Old
Orchard Road and the new interchange. She said that the property was annexed as R-1 Single
Family Residential and recommendations by staff are to make most of the property C-2 General
Commercial with an R-4 General Residential buffer between the new commercial and existing
residential areas. She added that this rezoning is currently tabled by the Planning and Zoning
Commission until the final grading work is finished for the new East Main Street.
Mrs. Sanders gave a presentation on the progress and update of the East Main Street Extension
and South Old Orchard Road. She showed pictures of the before, during and after phases of the
East Main Street from Shawnee Boulevard to Oak Hill Road. She also explained and showed
pictures of the current work being done on East Main Street east of Oak Hill Road. Mrs. Sanders
then added that improvements were in the planning stages for Old Orchard Road from
Bainbridge Road to Old Cape Road East.
Mr. Robin Cole, citizen present, asked questions regarding the overall plan far development of
the center junction area. Both Commissions declined to speculate on the development of this
area.
Upon questioning, Mrs. Sanders speculated that if the process of blanket rezoning various areas
continues to be successful, the City of Jackson staff will continue to propose this method where
it is deemed appropriate. She anticipated that much of the I-55 corridor will eventually be
commercial, interspersed with some residential areas.
Mrs. Sanders then turned the floor back over to Mr. Bratton. Mr. Bratton gave an update on the
LaSalle Avenue that will run from the new interchange to Route W. He also talked about
Technology Park Drive which will run from LaSalle Avenue down the east side of the interstate
through the university farm and tie into County Road 618 where Bainbridge Road crosses the
interstate.
