Zoning Items

operate a daycare, located in an R-2, Single Family Residential District.
James and Keisha McReynolds wish to rent the property at the above address
and to transfer their existing daycare business on Albert Rasche Drive (which
was on your October agenda). The business would be expanded to
accommodate up to 20 children. This property and the adjoining property to the
east are zoned R-2, while the rest of the properties on this block are zoned M-1,
Light Industrial.
2. Special Use Permi#, 750 Mount Auburn Road, owned by Rhema Word Breakthrough
International Ministries, to operate a new daycare and preschool at an existing church,
located in an R-1, Single Family Residential District.

daycare and preschool for children ages finro and older. Additional services
would include providing employment opportunities to twenty-five qualifying
individuals. This is the former First Assembly of God Church on Mount Auburn

3. Rezoning of a 1.022-acre site at 2423 Kiwanis Drive, owned by Ervin Dean Smith, from
C-2, General Commercial and M-2, Heavy Industrial to R-1, Single Family Residential
District.
Ervin Dean Smith is requesting the property be rezoned in order to refinance a
home loan. The property actually fronts on Arena Park, which is zoned R-1,
Single Family Residential. A similar rezoning, for the same reason, was
previously done two lots south of this property.
Subdivisions

.
This is a 13-lot subdivision located on Missouri State Highway 177 (Big Bend
Road), north of Lexington Avenue. The property is located in the R-1, Single
;.
Family Residential District and is undeveloped at this time. Proposed water and
sewer connctions would be to the City of Cape Girardeau water and sewer
 systems.

This is a three-lot subdivision of Lots 1-3 of Walker's Subdivision of Outlots 60
and 80 and all of Lots 3-9, Block 1, Wulfe's Subdivision. This includes the
existing Bingo World (Lot 2) and property behind the Municipal Library. Chad
Hartle is proposing a MHDC housing project on Lot 3, which may be the subject
of a Special Use Permit application next year. Lot 3 fronts on an unopened
section of Walker Avenue that runs north from Kingsway.
Other Items
Presentation by Betty Martin, Director of the Cape Girardeau Public Libra.ry.
As many, if not all, of you are aware, the Municipal Library District board is proposing a
15-cent-per-hundred dollars property tax increase above their current tax level of 16.7
cents to fund a program to expand and renovate the library on Clark Street. The
proposed project is currently estimated to cost slightly under$9 million. Betty will have a
power-point presentation on the proposal, which will be voted on next February.
