1. Special Use Permit: First General Baptist Church, a six-foot by ten-feet free-standing
church sign, 1812 Cape La Croix Road,R-1 Zone.
The First General Baptist Church fronts on Cape La Croix Road. However, last year they
built a new drive into their parking lot from Lexington Avenue, between La Croix
Methodist Church and Diemund's new office building. They are asking to be allowed to
build a new monument sign facing Lexington, so people can find them better. Use of the
Lexington drive should reduce the traffic congestion on Cape La Croix Road to some
degree at least. Although they have included a presentation of a new sign on the building
itself in their application, a special use permit is not needed for this.
2. Special Use Permit: Alan and Ruth Langston, construct a new 2,400-square foot
child- care center on the northwest corner of Mt. Auburn Road and Old Hopper Road,
R-1, Zone.
The Langstons are requesting a special use permit to construct a new child-care center on
vacant property on the northwest corner of Mt. Auburn and Old Hopper Roads. It will be
on Lot 7 of Block 4 of the old Hunze Subdivision. The building will be approximately
2,400 square feet and the driveway into the parking lot will be on Mt. Auburn.
3. Special Use Permit: Stephen & Jenny Stigers, commercial kennel operation at 1343 Big
Bend Road (Oakenwold) R-2 Zone.
The Stigers are the first to apply for a permit for a commercial kennel operation in a
response to the City council's new ordinance limiting the number of animals that can be
kept. I have attached a copy of the new ordinance to this summary for your information.
The relevant sections are Sections 6-36 and 6-37 on page 8. The Police Debarment
informs us they have no record of any complaints regarding the Stigers' animals.
4. Special Use Permit: Rivendell Properties, LLC. C-1 Type Planned Unit Commercial
Development, Lots 1,2,3,4 and 5, Lexington Place First Subdivision and Lot 1 of
Lexington Place Fourth Subdivision, east side of Lexington Avenue between Abbey
Road and North Church Street, R-2 Zone.
This is an application regarding the property on the east side of Lexington across from La
Croix Methodist church. The developers submitted an informational package with the
application with considerable detail regarding the proposed development.

Discussion Items.
1. Proposed amendment to the Home Occupation definition and regulations in the Zoning
Ordinance:
The Commission's Home-Based Business Committee met with the Chamber's
Committee on Tuesday, August 31 St and finalized the proposed amendment. A copy
is attached to this summary. John Mehner and Buz Sutherland with the Chamber's
Committee intend to be at your meeting to discuss the matter from their standpoint.
2. Proposed Sign Ordinance:
Beckie mailed this out to you under separate cover and she will be at the meeting.
3. Staff Time:
At the request of some of those involved, the staff requested a proposal from Bowen
Engineering to prepare preliminary engineering for improvements to the Main Street
Parking Lot, its entrances and intersections, and the section of Main Street in front of
the Red House. The cost of this extra work will be paid for by the Downtown
Redevelopment Corporation. The intent is to be in a position to, hopefully, do all of
the work in conjunction with the Water Street improvements, which will probably
not be initialized until next spring.
In regard to Main Street, Judith Anne Lang submitted a letter to me and you. A copy
of her letter is attached to this summary. Also attached is the information John
Wyman said he would provide, with the cover sheet titled"Main Street News".
A final attachment to this summary are copies of e-mail comments I received from
the Police and Fire Departments regarding the Water Street one-way concept.
