CORRECTED
CI7Y OF CAPE GIRARDEAU
P. O. Box 617
Cape Girardeau, MO 63702-0617
February 9, 1995
To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, February 8, 1995. By majority
vote, actual vote counted and in the file, we act and/or recommend as follows:
1. That the request of Richard J. and Carla J. Knaup to rezone 134 and 136 South Pacific
Street from R-4, Multiple Family Residential District, to C-2, General Commercial
District, and for a Special Use Permit for a greenhouse be recommended for approval.
2. That the request of St. Vincent de Paul, Roman Catholic Diocese of Springfield-Cape
Girardeau, for a Special Use Permit for an addition to the existing church facilities at 741
Forest Avenue in an R-2, Single Family Residential District be recommended for
approval.
3. That the preliminary plat of Northfield Seventeenth, Eighteenth and Nineteenth be
approved with the stipulation that corrections resulting from the staff review be made,
and that approved be given for a five (5) year period to complete the development of
these three subdivisions.
4. That the record plat of a Resubdivision of Lot 64, Clarkton Place Subdivision Phase IV
be tabled until the March meeting in order to clarify concerns with the detention basin.
5. That the revised preliminary plat of Cape West Seventh Subdivision be approved with
the stipulation that corrections resulting from staff review be made.
At the request of the City Council, the Commission discussed updating the City's
Comprehensive Plan. The consensus of the Commission was that something of this depth would
take considerable time, and that at least one or two special meetings would need to be held to
review the current Plan. Charles Haubold felt that the updating of the Plan should be done in
connection with the next decennial census so that this information could be included.
Kent Bratton stated that the Commission has been updating the Major Street Plan on a
regular basis, which is a part of the Comprehensive Plan. He also stated that the Future Land
Use Plan may need to be reviewed.

R. J. McKinney stated that there may be some areas that need revisions, but he did not
feel the entire plan needed to be updated.
The Commissioners voted to contact the Southeast Missouri Regional Planning and
Economic Development Commission to set up a special meeting for 5:30 P.M. on March 1,
1995, to begin review of the plan.
Kent Bratton also discussed the Transportation section of the proposed Capital
Improvements Program with the Commission. He also provided information regarding the
Transportation Sales Tax which the Council voted to place on the ballot. The Commission will
need to review the Unfunded Needs List and consider priorities for these projects.
Respectfully submitted,
