May 11, 1995
To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, May 10, 1995. By majority vote, actual
vote counted and in the file, we act and/or recommend as follows:
1. That the record plat of Haven Wood Subdivision be approved.
2. That the record plat of Six-Thirty Second Subdivision be approved.
The Commission discussed with developers, engineers, and land surveyors a change of the agenda
deadline for submission of subdivision plats. A written comment was received from one developer, and
one developer was present to present his comments. The Commission voted to change the agenda
deadline for receiving subdivision plats to three (3) weeks prior to their meeting date, which would be
the second to the last Wednesday of the month. This change will take effect for the July meeting.
Developers, engineers, and land surveyors will be notified of the change by letter. The Commission also
equested that comments from the Engineering Division on plat reviews be received in the Planning
Services Office one (1) week prior to the meeting date so that they can be included in the Commission's
packages.
The Commission also discussed an amendment to the Zoning Ordinance relating to greenhouses
and nurseries proposed by the staff. Currently these uses require a Special Use Permit. The Commission
unanimously voted for the ordinance change to allow these uses in G1 districts without a special use
permit being required.
Doug Leslie, Melvin Gately, Larry Payne, and A1 Stoverink were present to discuss the
preliminary Street Improvement Priority Projects list developed by the Commission. These individuals
have also been involved with the Vision 2000 town meetings regarding the transportation sales tax issue.
Once these meetings have been completed, the information obtained will be provided to the Commission
to review and finalize their priority projects list. A special study session to finalize this list has been
scheduled for May 24, 1995, at 5:00 P.M. The Planning Commission will ask that Council members
attend this meeting.

Gentlemen:
The Planning and Zoning Commission met in special session at 5:00 P.M. on
Wednesday, May 3, 1995. The purpose of the meeting was to review the project list developed
at their meeting on April 5, 1995, for projects that might be funded if a transportation sales tax
should be pursued.
The Commission's revised list is attached and is being provided to the Council for
information purposes only. Some of the items on the list are currently in the Capital
Improvements Program, while others are not. For those currently listed in the CIP, the
Commission would hope that any additional funding that might become available could be used
to accelerate their completion.
Please be advised that this revised list is not, nor is it intended to be, a recommendation
to the City Council at this point. The Commission has not yet received the results of the Vision
2000 meetings being held in this regard, and will consider this in developing any final
recommendation to the Council. The Commission will probably discuss the matter further at

The Commission was to discuss with developers, engineers, and land surveyors the
possibility of changing the agenda deadline for subdivision plats. Written comments were
received from two developers, and one developer was present to present his comments. The
Commission decided to send another letter with some additional information to the developers,
engineers, and surveyors. They will also be asked to appear at the regular May meeting to
further discuss this information.
Mr. Robert Jones, owner of property at 216 South West End Boulevard, appeared before
to Commission. He had received a letter regarding a zoning violation at that address. The
Family Counseling Center leases the property from him for residential facilities for a staff
person and 3 to 4 females who need to have accommodations because of a lack of finances to
provide their own living quarters. The Commission suggested Mr. Jones meet with the City
Attorney to discuss his lease agreement with the Family Counseling Center as it may pertain to
the zoning issue.
A special meeting was also scheduled for May 3, 1995, at 5:00 P.M. for further

Gentlemen:
The Planning and Zoning Commission met in special session at 5:30 P.M. on
Wednesday, March 1, 1995. The purpose of the meeting was to confer with representatives of
the Southeast Missouri Regional Planning and Economic Development Commission as to the
status of the City's current Comprehensive Plan. Tom Tucker and Brian Balsman from the
Regional Planning Commission Office attended the meeting.
Mr. Tucker indicated that the 1990 census information could be inserted into the current
Plan to update several areas. He also suggested that any modifications to the plan be prepared
in three-ring binders. The Commissioners also discussed other areas of the Plan which had been
updated during the years since it's adoption, particularly the Major Street Plan which is reviewed
 and updated each year.
After discussion on particular areas that may need to be updated, R. J. McKinney made
a motion to have the Regional Planning Commission provide loose-leaf copies of the plans in
three-ring binders with the 1990 census information included, and with any additional updates
that the City has made to the plan since it's adoption in 1987, for review by the Planning and
Zoning Commission. The motion was seconded by Charles Thrower. The motion was approved
unanimously.
Mr. Tucker will provide the Commission with cost estimates and time frames for
providing the information requested by the Commission.
The Commissioners felt it would be easier to review the Plan if all revisions that had
been made to the Plan since 1987 were inserted. Then it can be reviewed to see if additional
revisions are needed, and where those revisions might be made.
