PLASTNING & ZONING COMMISSION
 lvmvvrts
City of Cape Girardeau
P. O. Box 617
Cape Girardeau, MO 63702-0617
7une 8, 1994
To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met in special session on Wednesday, May 25,
1994. The purpose of this special meeting was to review the preliminarv traffic study prepared
by Horner and Shifrin in connection with the Boyd Gaming Corporation development.
Present at this meeting were Ron Jagels, representing Horner and Shifrin, Dan Garrigan,
representing Askew-Nixon-Ferguson, Tom McPherson and Michael Brady, representing the
Boyd Gaming Corporation, Kent Zickfield, representing the Downtown Merchants Association,
and 7ohn Boardman, representing the Downtown Merchants Association and Boyd Missouri, Inc.
Ron Jagels of IIorner and Shifrin presented the study to the Commission, going over
several of the echibits that were attached and explaining the proposal and indicating which
proposal they were going to recommend for development.
The main recommendation that Horner and Shifrin recommended for traffic flow to and
from the Boyd development was to re-stripe William Street making it into three lanes, two going
west and 1 going east, with no parking. They were also recommending that Water Street be
developed from the end of William, through the east side of the existing pazking lot, and that
it be one-way going north from William Street to Broadway, and that Broadway be one-way
going west from Water Street to Main Street. Main Street is cunently one-way south from
Broadway to William Street. They also recommended a traffic signal be installed at Lorimier
and Morgan Oak Streets.
Another recommendation that they made concerning traffic flow through the downtown
area was to remove the clock from the intersection at Main and Themis Street, and move it to
another location. Kent Zickfield, with the Downtown Merchants Association, was present and
indicated that the removal of the clock would not be a problem with the merchants, but they did
not want to see the stop signs at that location removed. He felt that the removal of the stop
signs there would create a severe traffic hazard to pedestrian traffic in the downtown area.
The Commission made recommendations concerning the traffic study that they felt should
be looked into further. These recommendations, based on the preliminarv report only, are as
follows:
PLA►NNING AND ZONING CONIlVIISSION

1. That the neeti to widen William Street to four lanes, from and including the
intersection with Sprigg Street east to Water Street, be studied further due to the
narrowness of the street, and the proposal for three lanes of traffic on this
section.
2. That consideration be given to the need for traffic signals at William and
Lorimier Streets because of the pedestrian traffic at this location.
3. That a procedure for establishing the need for additional parking in the future,
particularly the Phase II parking garage, be developed and included in the Boyd's
development agreement with the City.
4. That a procedure for reviewing the impact of additional traffic on Main Street
from Mason to Broadway and establishing any future need to widen Main Street,
particularly as it might relate to the completion of Lexington Avenue to Highway
177, be also considered for inclusion in the development agreement.
5. That Exhibit II-K, Option B, is prefened for development in the downtown area,
subject to review by the City's Engineering Division.
6. That sidewalks be constructed which aze a minimum of five feet wide in the
casino area, and a minimum of four feet wide along the parking areas.
The Commission also discussed stipulations to attach to the Special Use Permit requested
by Boyd Missouri, Inc. for the land based facilities for the gaming operation. The stipulations
which were unanimously approved by the Commission are the number of parking spaces
required, and that sign designs be reviewed by the Planning and Zoning Commission as a
separate package.
Respectfully submitted,
`
