October 18, 1994
To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, October 12, 1994. By majority
vote, actual vote counted and in the file, we act and/or recommend as follows:
1. That the request of St. Francis Medical Center for a Special Use Permit to construct a
five story medical office building at 211 St. Francis Drive in an R-4, Multiple Family
Residential District be recommended for approval.
2. That the record plat of Crites Ninth Addition be approved.
During discussion on the application by St. Francis Medical Center, Mr. Larry Haertling
appeared concerning the possibility of constructing Silver Springs Road across the hospital's
property. Right-of-way for the sections on each end has been set aside. Mr. Haertling would
like to see this portion of the road constructed sometime in the near future, as Silver Springs
Road is currently paved from Spruce Street to south of Bloomfield Road, with a connection to
the new Highway 74 proposed. This remaining portion of right-of-way is all that remains to be
acquired in order for this connection to be complete.
The Commission unanimously voted to recommend that the parties involved (St. Francis
Medical Center, the City of Cape Girardeau, and the developers on either end) work out some
type of agreement to connect Silver Springs Road as shown in the 1994-1995 Capital
Improvement Program Budget.
The Commission also received copies othe Transportation Section of the current Capital
Improvements Program budget for review. The Commissioners will be meeting at 5:00 P.M.
on Wednesday, November 9, 1994, to begin their review for recommendations on projects
covered by this program.
Respectfully submitted,
