To the Honorable Mayor and Council .
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, November 9, 1994. By majority vote,
actual vote counted and in the file, we act and/or recommend as follows:
1. That the request of Charles L. Hutson to rezone 120 and 122 South Spanish Street from R-4,
Multiple Family Residential District, to C-3, Central Business District, be recommended for
approval.
2. That the amendment to the Zoning Ordinance to allow bed and breakfast inns or hostels in R-3,
Two-Family Residential District with a Special Use Permit be recommended for approval.
� 3. That the request of Mae Josephine Roth for a Special Use Permit for a bed and breakfast inn at
735 Perry Avenue in an R-3, Two-Family Residential District, be recommended for approval.
4. That the preliminary plat of Giboney Woods Subdivision be approved, with the provision that
an easement be established 25 feet on each side of the property line between Lots 12 and 27 for
the possible extension of Copperfield Court, and that variances to the length of the cul-de-sacs
be approved.
5. That the record plat of F and L Nitsch Subdivision be approved.
Mr. Tim Singleton appeared before the Commission indicating his desire to expand his business
which is currently located at 2911 Bloomfield Road. The business currently operates there with a
Special Use Permit. He questioned whether or not the application he submitted on Tuesday to amend
his Special Use Permit was necessary. The Commission and staff indicated that with the expanded use
he proposed, the amendment was necessary and would be considered at the regular December meeting.

Gentlemen:
The Planning and Zoning Commission met Wednesday, November 9, 1994, in special
session to review major street priorities for the 1995-2000 Capital Improvements Budget. Their
basic priority list remains the same with minor changes and additions. A copy of their priority
list is attached to and made a part of these minutes.
