P. O. Box 617
Cape Girardeau, MO 63702-0617
June 11, 1992
To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, June 10,
1992. By majority vote, actual vote counted and in the file, we
act and/or recommend as follows:
1. That the request of Jerry N. and Melba E. Keele for a Special
Use Permit for a day care center for ten (10) children, with
the owner residing off the premises, at 1820 Delwin Street in
an R-1, Single Family Residential District, zone be
recommended for denial.
2. That the request of Ford and Sons Funeral Home, Inc. for a
Special Use Permit for a mausoleum at 2315 Highway 61 North
(Memorial Park) in an R-1, Single Family Residential District,
 zone be recommended for approval.
3. That the record plat of a correction to Lots 42 and 49 in
Ashland Hills Estates Sixth Subdivision by approved.
4. That the record plat of Randol Farms First Addition, Amended
by approved, and that a variance be given for Lot 11 which
does not meet minimum width requirements for the square
footage of the lot.
5. That the record plat of Sweetbriar Estates be tabled until the
next regular meeting so that corrections may be completed on
the plat.
Kent Bratton, City Planner, and the Commission further
discussed possible amendments to the ordinance governing mobile
home parks and travel trailers. The Commission moved to field
visit at least two of the mobile home parks during the July
meeting. The discussion centered around the feasibility of
approving certain areas within mobile home parks for transient use
and possibly other areas for longer-term use under site plan
provisions with specific special use permits and minimum code
requirements.

The City Planner and Commission also discussed the
relationship between State licensing requirements for day care
centers and the purposes of the City's Zoning Ordinance. The
Commission felt that current zoning requirements are appropriate
and that the City should not relinquish total control of such
facilities to the State. Current State licensing requirements
stipulate that the operator is responsible for meeting local zoning
provisions and these are not monitored by th State.
Respectfully submitted,
