To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, April 10,
1991. By majority vote, actual vote counted and in the file, we
act and/or recommend as follows:
1. That the request of Richard J. Comeau for a Special
Use Permit to operate a computer software design
business at 2879 Hoper Road in an R-1, Single
Family Residential District, zone be recommended for
denial. The Commission's findings were that the
proposed use would substantially increase traffic
hazards and adversely affect the character of the
neighborhood.
2. That the request of Dianne L. Scherer to rezone 602
Charles Street from R-1, Single Family Residential
District, to R-3, Two-Family Residential District,
be recommended for approval.
3 . That the request of Wisconsin Evangelical Lutheran
Synod and K & K Construction and Development Co. for
a Special Use Permit for a funeral parlor at 2441
and 2437 Jean Ann Drive in an R-1, Single Family
Residential District, zone be recommended for
denial. The Commission's findings were that the
proposed use would substantially increase traffic
hazards, adversely affect the character of the
neighborhood, and could adversely affect the
stormwater drainage in the immediate area.
4 . That the request of Drury Development Corp. to
rezone a tract of land approximately 2, 140 feet
north of Bloomfield Road from C-2, General
Commercial District, to C-3, Central Commercial
