To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
�
The Planning and Zoning Commission met Wednesday, June 12,
1991. By majority vote, actual vote counted and in the file, we
act and/or recommend as follows:
1. That the Major Street Plan for the City of Cape
Girardeau, which will be made a part of the
Comprehensive Plan for the City of Cape Girardeau,
1987, adopted on August 3, 1987, be adopted by the
Commission and forwarded to the City Council for
their information.
� 2 . That the request of Health Services Corporation of
America to rezone 840 South Mount Auburn Road from
C-2, General Commercial District, to C-4, Planned
Commercial District, be recommended for approval,
with stated conditions.
3 . That the request of the Estate of August C. Heisler
and LaCroix United Methodist Church, Inc. for a
Special Use Permit for a church on a tract of land
on the west side of Lexington Avenue, west of Abbey
Road, in an R-1, Single Family Residential District,
zone be recommended for approval.
4 . That the request of the Estate of August C. Heisler
and Christ Presbyterian Church of Cape Girardeau for
a Special Use Permit for a church on a tract of land
on the south side of Lexington Avenue, east of Abbey
Road, in an R-1, Single Family Residential District,
zone be recommended for approval.
5. That the request of Carlos E. and Emmagene Ratliff
for a Special Use Permit for professional services
office at 717 North Sprigg Street in an R-4,
Multiple Family Residential District, zone be
recommended for approval.
6. That the request of David Gerlach for an amendment
to the Woodland Place preliminary plat to create a
cul-de-sac on Saddleridge Drive, and a variance for
� the length of this cul-de-sac be approved.

7. That the revised record plat of Woodland Place
Subdivision No. 6 be approved.

The Commission discussed the commercial rezoning of William
Street in a corridor 350-feet wide on either side of William Street
from Sprigg Street westward to Sheridan Drive. By unanimous
decision, the Commission voted that no total or substantial
rezoning was warranted at this time, and that any requests for
changes would be considered on a case by case basis.
The Commission also voted to recommend that the City Council
not allow parking along Mount Auburn Road between Bloomfield Road
and William Street as soon as practical, and that the Council
consider establishing no parking along Mount Auburn Road between
William Street and Independence Street.

A RE30LTIIION ACCEPTING AND ADOPTING THE MAJOR
STREET PLAN FOR THE CITY OF CAP$ GIRARDEAII, JIINE, 1991
�
WHEREAS, the City of Cape Girardeau, Missouri, is a growing
citX in Cape Girardeau County, Missouri, and it is considered to
be in the best interest of the residents of the City to adopt a
Major Street Plan to guide the City's growth and development; and
,
WHEREAS, the City is empowered to implement planning and•
zoning, and adopt and amend the Major Street Plan; and
WHEREAS, the Planning and Zoning Commission of the City of
Cape Girardeau has conducted careful studies and has caused to be
prepared a Major Street Plan showing recommendations for the
physical development of major streets within the City, and such
recommendations are embodied in a report entitled Ma�or Street
Plan for the �ity of Cape Girardeau, June, -1991; and,
WHEREAS, proper legal notice of a public hearing on the
Maior Street Plan for the Citv of Cape Girardeau was published in
the Southeast Missourian newspaper published in the City of Cape
Girardeau, Missouri, and the Planning and Zonin� Coaunission
conducted a public hearing on June 12, 1991, for consideration of
said Major Street Plan;
NOW, THEREFORE, BE IT RESOLVED, that the Planning and Zoning
Commission of the City of Cape Girardeau, Missouri, does hereby
adopt and approve the Major Street Plan for the City of Cape
� Girardeau. June. 1991; which plan is embodied in the report of
that title.
BE IT FURTHER RESOLVED, that certified copies of this
resolution shall be attached to copies of the Maior Street Plan
for the City of Cape Girardeau, June, 1991, as referred to above
and as adopted, and such certified copies shall be filed and
recorded with the City Council and the City Clerk of the City of
Cape Girardeau, Missouri, and the Recorder of Deeds of Cape
Girardeau County, as required in Section 89 . 360 of the Revised
Statutes of the State of Missouri.

of the Planning and Zoning Commission of the City of Cape
Girardeau, Missouri, this 12th day of June, 1991.

OF THE
MAJOR STREET PLAN FOR THE CITY OF CAPE GIRARDEAII

I, Thomas J. Mogelnicki, Acting Secretary of the Plannin� and
Zoning Commission of the City of Cape Girardeau, Missouri, do
hereby certify that at a regular meeting of the City Planning and
Zoning Commission, held on June 12, 1991, and by a majority vote
of the full membership of the Planning and Zoning Commission, a
resoltuion adopting the Ma�or Street Plan for the City of Cape
Girardeau. Ju�e, 1991, was approved and appears in the Minute Book
of the Planning and Zoning Commission of the City of Cape
Girardeau.
I further certify that the attached copy of the adopting
resolution is a true and correct copy and that the report to which
this certificate and copy of the ado�ting resolution are attached
is a true and correct copy of the Ma�or Street Plan for the Citv
of Cape Girardeau. June, 1991, as ado�ted by the City Planning and
Zoning Commission at its regular meeting of June 12 , 1991.
