To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission met Wednesday, April 12,
1989. By majority vote, actual vote counted and in the file, we
act and/or recommend as follows:
1. That the revised preliminary plat of Randol Farms
Subdivision be recommended for approval.
2. That the reguest of Philip Hodges and Kathy
McClellan for a Special Use Permit for a beauty shop
at 1320 West Cape Rock Drive in an R-4 , Multiple
Family Residential, zone be recommended for
� approval.
3 . That the preliminary plat of Engram Farms
Subdivision be recommended for approval .
4 . That the request of Southeast Missouri Halfway
House, Inc. to rezone 341 North Main Street from
R-4, Multiple Family Residential, and M-2 , Heavy
Industrial, to R-4, Multiple Family Residential,
zone be recommended for approval.
5. That the request of Jack L. and Sharon A. Sterrett
and Annie L. Sells to rezone 622 Emerald Street from
R-4, Multiple Family Residential, to C-1, Local
Commercial District, zone be recommended for
approval.
A presentation was made by Mr. Mike Carlton concerning
problems with the proposed 20 foot street width of E1 Rio Driv�.
The Commission acknowledged Mr. Carlton's concerns about the street
width and will convey those concerns to the Council. The
Commission agreed that there appears to be a need for a minimum 30
foot wide street at this location.

Kent Bratton, City Planner, presented a map showing the
proposed center line alignment and �roposed right of way for the
extension of Hopper Road. The preliminary plans were approved and
recommended to the City Council for adoption.
A date for the joint meeting with the City Council. Three
dates were selected to present to the Council.
