of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Cortxnission met Wednesday, June 17, 1987. By
maJority vote, actual vote counted and in the file, we act and/or recortxnend as
follows:
1 . That the request of Morris A. and Marjorie R.
Haman to rezone property at 151 South Minnesota
from R-2 to C-1 be denied.
2. That the request of John F. Neal et. al . and the
Bethesda Lutheran Home for a Special Use Permit
for residences for retarded people on a 9.814 acre
tract on New Madrid Street and on two (2) lots in
the l000 block of Haddock Street be approved for the
9.814 acre tract but not including the two (2) lots
in the 1000 block of Haddock Street.
3. That the request of John and Shirley Ferguson to
amend an existing Special Use Permit at 25 and 29
South Sprigg Street to allow an additional
apartment and a brick arch be tabled pending the
outcome of litigation against Mr. Kinder and the
arch.
4. That the request of Hutson Enterprises, Inc. for a
Special Use Permit to have mini storage units on the
� back portion of Lot 1 of B � E Highway 61 North
Subdivision in a C-1 zone be approved.
5. That the Preliminary Plat of Clarkton Place
Subdivision Phase I be approved subJ'ect to the lot
indicated as Lot 1 being moved or eliminated to
provide right-of-way for the extension of Hopper Road
as indicated in the Cape Girardeau, Missouri ,
Comprehensive Plan 1987.
6. That the Preliminary Plat of Williamsburg Farm
Subdivision be approved.
7. That the Preliminary Plat of Six-Thirty Industrial
Park be approved subject to the ri ght-of-way width
of the access road being sixty (60) feet rather than
the fifty-five (55) feet shown.
8. 7he Public Hearing on the Cape Girardeau, Missouri ,
Comprehensive Plan 1987 was held. The Planning and
Zoning Commission approved the Resolution Adopting
the Cape Girardeau, Missouri , Comprehensive Plan 1987.

� RESOLUTION ADOPTING THE
CAPE GIRARDEAU, MISSOURI COMPREHENSIVE PLAN 1987
WHEREAS, the City of Cape Girardeau, Missouri is a growing
city in Cape Girardeau County, Missouri , and it is considered to
be in the best interest of the residents of the City to adopt an
amended Comprehensive Plan to guide the City's growth and
development ; and,
WHEREAS , the City is empowered to implement planning and
zoning, and amend the Comprehensive Plan, under Chapter 89 of the
Revised Statutes of the State of Missouri ; and,
WHEREAS, the Planning and Zoning Commission of the City of
Cape Girardeau, with assistance from the Southeast Missouri
Regional Planning and Economic Development Commission, has
conducted careful studies of the City and its environs and has
caused to be prepared an amended Comprehensive Plan for the City
of Cape Girardeau showing the Planning and Zoning Commission's
recommendations for the physical development and the uses of land
in the community, and such recommendations as are embodied in a
report entitled Comprehensive Plan for Cape Girardeau , Missouri ,
1987 .
[ 1 WHEREAS , proper legal notice of a public hearing on the
Comprehensive Plan for Cape Girardeau , Missouri , 1987 , was
published in the Southeast Missourian newspaper published in the
City of Cape Girardeau, Missouri , and a public hearing was held
pursuant to said notice on June 17 , 1987;
NOW, THEREFORE, BE IT RESOLVED, that the Planning and Zoning
Commission of the City of Cape Girardeau, Missouri , does hereby
adopt and approve the Comprehensive Plan for Cape Girardeau ,
Missouri , 1987; which plan is embodied in the report of that
title, containing 184 pages , more or less , and including chapters
entitled "Introduction; " "General Planning Goals and Objectives; "
"Population;" "Economic Inventory and Analysis; " "Housing and
Neighborhood Arodysis; " "Existir.g Land Use; " "FutLre Land Use; "
"Community Facilities and Services; " "Transportation Inventory and
Plans ; " "Parks , Recreation and Historic Resources; " "Annexation; "
"Plan Implementation and Administration; " and the Future Land Use
Plan including Exhibit No . 34 , the Community Facilities and
Services recommendations contained within the chapter of that
title , including exhibits therein, and the Major Street Plan
including Exhibit No . 40 .
BE IT FURTHER RESOLVED, that certified copies of this
resolution shall be attached to copies of the Cape Girardeau ,
Missouri Comprehensive Plan , 1987 , as referred to above and as

� adopted, and such certified copies shall be filed and recorded
with the City Council and City Clerk of the City of Cape
Girardeau, Missouri , and the Recorder of Deeds of Cape Girardeau
County, as required in Section 89 . 360, of the Revised Statutes of
the State of Missouri .

the full membership of the Planning and
Zoning Commission of the City of Cape
Girardeau , Missouri this 17th day of June ,

I. , Secretary of the Planning and
Zonin Commission o the City of Cape Girardeau , Missouri , do
hereby certify that at a regular meeting of the City Planning and
Zoning Commission, held on June 17 , 1987 , and by a majority vote
of the full membership of the Planning and Zoning Commission, a
resolution adopting the Cape Girardeau, Missouri Comprehensive
Plan, 1987 , was approved and appears in the Minute Boo o t e
Planning and Zoning Commission of the City of Cape Girardeau .
I further certify that the attached copy of the adopting
resolution is a true and correct copy and that the report to which
this certificate and copy of the adopting resolution are attached
is a true and correct copy of the Cape Girardeau, Missouri ,
Com�rehensive Plan, 1987 , as adopted by the City Pl' anriing and
Zoning Commission at its regular meeting of June 17 , 1987 .
