To the Honorable Mayor and Council
of the City of Cape Girardeau, Missouri
Gentlemen:
The Planning and Zoning Commission rnet Wednesday, August 12,
1987. By majority vote, actual vote counted and in the file, we
act and/or recommend as follows :
1 . That the request of Curtis and Elva Session and
Michael Session for a Special Use Permit for the
storage of 3/4 inch U-Matic video tapes at 836
College Street be approved.
2. That the request of Keith H. and Gail Lee for a
Special Use Permit for a business sign and
enlargement of the parking area at 2601 Hopper Road
in a C-2 zone be approved.
3. That the request of Howard J. and Thelma L. Dippold
� for a Special Use Permit for a garage at 1731 Bend
Road in an R- 1 zone be approved.
4 . That the request of Birthright of Gape Girardeau and
Michael Nash for a Special Use Permit for a combination
office, counseling rooms, and storage area at 134
South Park in an R-3 zone be approved.
5. That the request of Orviile L. and Laverne M. Schaefer
to rezone property at 2021 Themis Street from R-4 to
C- 1 be approved.
6. That the request of F'irst Federal of Southeast Missouri
for a Special Use Permit for an R-4 use and a small
office at 237 North Fountain Street in a C- 1 zone be
approved.
7. That the request of E. R. Gemeinhardt and Robert Penrod
to rezone property at 2031 Perryville Road from R- 1 to
R-4 be denied.
The two requestsof Joseph J . and Hertha C. Russell , Arthur A.
and Arlene M. Horky, John F. and Francis C. Cargle, and Dr. Gary
Riddle 1 ) to rezone 1401 , 1403 , 1405, 1407, 1419, 1423, 1447,
1449, 1453 Broadway and 410 Louisiana from R-4 to C-2 and 2) for a
Special Use Permit for a four story professional office building
� on a portion of the same property were tabled. The neighboring
- residents submitted a list of concerns, recommendations, and
suggestions and also a petition with 22 names to reject this
rezoning and Special Use request at the meeting. These documents
are included in the file.

The Commission noted the request of Charles E. Moutell to
change the name of a subdivision and recognizes the change of
Williamsburg Farm Subdivision to Carolewood Estates II
Subdivision.
The Commission also requests the staff to study the zoning of
an area to the west of Clark Avenue, between Independence Street
and �acey Street, and consider changing this zoning from M- 1 to a
commercial zone.
