The requested special use will be consistent with downtown re-
development plans and the Booker Report. The use as a residential
apartment will result in use of otherwise vacant space. It will
create an upscale residential environment above the retail establish-
ments which will enhance the property value and encourage further
retail and residential development of the area.

store with very personalized services, such as a deli, small retail
sales, and automobile fuel . Our services will mainly be determined
' by what the neighborhoods ' needs are .

As developers, owners, and operators, we are very sensitive to the
neighborhood and any restrictions that there may be . Our
customers will primarily be from this neighborhood and we intend to
develop and run our business to compliment the area and its ' needs .

Section E

requested special use permit will be beneficial to the neighborhood
and the City.
Our business will be of benefit to the community and neighborhood
in many ways . It will provide hundreds of apartments and residences
in the West end area with a neighborhood market that is non-existent
at the present time .
Historically, Cape Girardeau and other cities have always had community
, markets that serve neighborhood areas and are consistent to the development
and atmosphere of the area . For several years these markets declined
to make way for chains and major supermarkets, but in the past few
years there has been growth in local operations .
This property is no longer suited for R-4 structures . Almost all the
surrounding R-4 property has been developed and investors are not willing
to pay the high value of this property for R-4 development.
By allowing us to locate in the tiaest end area it will provide revenue
and jobs for the city that will otherwise be lost because of the lack
of other viable locations for our business .
We will individually own and operate our business, in fact, one of
the owners will be moving into the neighborhood as contruction begins .
The needs of the neighborhood and its people are our main concern,
since our business will only prosper if these needs are met.
