The Family Learning Center is a five year old, nonprofit social service agency serving families with young children experiencing or at-risk of child abuse and neglect. The exterior of the building will remain the same with safety additions of porch and stair railings, fire escape and attractive fencing in backyard. The interior will be renoveated to meet city and state codes and to - afford ample space for a therapetic morning preschool and counseling services. (See attached floor plan) 2 . Yes, the owner prior to the Goteskys oeprated a beauty parlor in the basement of �his location. Although the date a special use or rezoning permit was granted is not known, the Goteskys purchased the building in 1976, so the filing would have been prior to this date. .,. . � � . Section E 1. The Family Learning Center serves 150 children and families each year in the treatment and prevention of child abuse and neglect. The majority of these �families live in Cape Girardeau. The Center's relocation to 611 S.
