4. Janet Sander, Building and Planning Superintendent of Jackson, then discussed the East
Main Street/Old Orchard Road construction project. East Main Street currently has a 60-
foot right-of-way with a 36 or 38 foot pavement. The new portion of East Main is
proposed to have a 100-foot right-of-way. Phase I of the construction is being done by
Fronabarger Construction, with completion scheduled for October, 2006. Phase II will be
bid in September, 2006. This section will be a 4-lane divided highway . She also
indicated that a 34.5 kV transmission line will also be construction in connection with the
East Main Street construction. They also are proposing to construct Old Orchard Road
with concrete pavement from the end of the existing pavement to Bainbridge Road.
There are also plans to construct a portion of Old Orchard Road from its intersection
with East Jackson Boulevard (Highway 61) south to the county road.
4. Kent Bratton, City Planner for Cape Girardeau, then discussed LaSalle Avenue and
Technology Park Drive. This is proposed to be a Super-Two type road. With the
additional traffic the new interchange will eventually generate, he indicated there will be
discussions with MoDOT regarding improvements to Route W from Highway 177 south.
The proposed Technology Park Drive will intersect with Limbaugh Lane.
Doug Leslie, City Manager of Cape Girardeau, introduced Tim Morgan, who was t ;
recently hired as the Cape Girardeau Director of Inspection Services. Tim began work with the �,r+�
City on July 24, 2006.
There was discussion by the Commissions and citizens in attendance on the development
of property around Center Junction. Both Commissions felt that there would be commercial
development in the future in this area.
