REZONINGS, SPECIAL USE PERMITS, AND EXCEPTIONS
1. A public hearing was held on the request of Norwald, Inc. to rezone property on LaSalle
Avenue from the C-2 (Highway Commercial) district to the R-1 (Single-Family Suburban
Residential) district. Mr. Ryan Roth with Koehler Engineering and Surveying represented
the applicant. He stated the property requested for rezoning is part of a proposed single-
family residential subdivision. The other part is in the process of being annexed into the city
limits. The developer is requesting the annexed part be zoned R-1 (Single-Family Suburban
Residential) to match the rezoning requested for this property. Chairman Bertrand opened
the public hearing and seeing no appearances to speak, he closed the public hearing. The
staff report recommended approval. A motion was made by Mr. Glenn and seconded by Mr.
Spooler to recommend approval of the request of Norwald, Inc. to rezone property on
LaSalle Avenue from the C-2 (Highway Commercial) district to the R-1 (Single-Family

2. The Commission reviewed the request of Gary Arnold for approval of the final development

plan, the final development plan shall be deemed to not be in substantial conformity with the
approved preliminary development plan. The density increase as a result of changing the
single-family lot to a duplex lot is less than five (5) percent. As such, staff has determined
the final development plan is in substantial conformity with the approved preliminary
development plan, and recommends approval. He noted that per the Zoning Code, if the
final development plan is approved by the Commission, such approval constitutes final
