Charlie Haubold noted that the City of Jackson was aware of discussion— ` _ Ken Eftink had been in contact with city staff. v Ken Eftink gave an overview of peripheral zoning. It is designed to assure orderly growth in areas just outside city boundaries. He gave examples of subdivisions that were not built to city standards, then were annexed into the city and the City had to spend money to upgrade the infrastructure. The City wants to avoid that situation in v the future. To a large extent, it will protect future homeowners from problems and additional costs. The City is starting discussions about peripheral zoning now that we have a new comprehensive plan that provides guidelines on how areas surrounding the city limits should develop. He noted that the County Commission must have a public hearing and approve peripheral zoning before it could be adopted by the City. The area cannot be more than two miles beyond the existing city limits. One of the issues that will be discussed is where peripheral zoning would take place and how that area would change over time. Another issue is how to inform property owners that are within that area. The enforcement of this tool and the budgetary impacts on the city would also have to be considered. Charlie Haubold asked the interested persons in the audience to provide their names and mailing addresses, so that the city can send them information on this issue in the future,to make sure they stay informed. C 3. Charlie Haubold noted that the original committee of City Council members and Planning Commissioners that was established at the V beginning of the comprehensive plan process would be getting together in the next two weeks to discuss strategies far the , U a _ N O implementation of the plan. He noted that there were many aspects of •y M the plan that were not planning and zoning issues, so those would have to be addressed by others. M y.. The Commission had a brief discussion of the transportation section n of the draft Capital Improvements Program (CIP). Charlie Haubold 0 noted that staff would be preparing articles for the monthly newsletter o "Cape Chronicles"regarding aspects of and implementation of the O comprehensive plan. He noted that this publication was e-mailed to any City resident that signed up and was also available on the City's website. • Respectfully submitted, , ,. Q C1 Ralph C.
