H
  Dear Mayor and Council Members:
 o
The Planning and Zoning Commission met Wednesday, June 11,
O 2008. The minutes of the May 14, 2008, regular meeting were approved by a
vote of 8 in favor, 0 in opposition, and 0 abstaining.

 1. Kelly Green, the City Engineer, presented an update on transportation
 projects. She reported the following:
• ,
 a. Martha Brown has begun the right-of-way acquisition process
O for the Mt. Auburn project. As there are 85 properties
N involved, it is anticipated that the process will take six to nine
Vmonths. The portion of the project dealing with intersection
improvements at Mt. Auburn and Hopper Road has been
pulled out and as only four properties are involved, work is
o estimated to begin this fall. A public meeting was held on
p0 May 21, 2008,on the Armstrong project. 23 citizens attended
and her staff was currently reviewing their comments.
Preliminary plans have been received from the consultant for
Veteran's Memorial Drive(previous known as Vantage
Drive). The plans required a few revisions, after which a
meeting will be scheduled with MoDOT. The City received
nine bidders for the LaSalle project. Staff had estimated a
cost of 43 million and the low bid came in at 3.4 million.
She explained that her estimate included anticipated future
cost increases for materials and she thinks the lower bids
were due to contractors cutting into their own overhead in
order to get the job. Another major TTF-3 project is
Bloomfield Road. Engineering on that project has not yet
begun. The next step is to hire a consultant. Regarding the
Kingshighway-Cape Rock-Broadview project, Ms. Green
stated that the right turn on Kingshighway has already been
done and has helped with some of the problems in that area.
She explained that in order to obtain the required radius
without taking the existing house would cost$200,000 and
would only increase stacking space by two or three cars. The
budget for the entire project is about$300,000. She asked the
Commission if she should move forward or hold of£ The
Commission agreed to put the project on hold. The
Commission also agreed to put the Sprigg Street(Highway 74
to William)project on hold. She went on to report that the
Big Bend Road project was underway. A few changes were
required to the plans before she could schedule a public
meeting. Regarding the Fountain Street Phase II project, she
C stated that the sewer main would need to be relocated first.
p The City has received an EPA grant for the relocation. The
C
 N
overlay of Morgan Oak will also be part of this project. She
•O M stated that the Fountain Street plans have been approved by
the City and MoDOT and should go out to bid in a couple of
`' months. Commissioner Buhs raised some concerns about
h., existing pavers at other locations that do not appear to be
t performing adequately and asked that Engineering take
0 another look at the specifications, etc., for this proposed
phase. Ms. Green agreed to do that.

By majority vote, actual vote counted and in the file, we act and/or
 recommend as follows:
  2. That the record plat and variance for Kennedy's Addition be

H
! 4. The Commission had directed staff to do more research and to
compile some additional information regarding the proposed zoning
► ordinance revision regarding the provision for"roomers"that was
1 presented at last month's Planning and Zoning Commission meeting.
At the request of the Commission, Martha Brown provided a review
of the proposed change in order to refresh the Commission's memory
of the discussion from last month. The Commission raised a number
of issues/concerns including: How is the situation currently enforced
and how will it be enforced after the change? How does the Council
feel? How would violators be penalized? The Commission
determined that a public hearing was desirable in order to get input
from the public. Staff was directed to schedule a public hearing for
the next meeting,which is July 9, 2008.
5. The next agenda item pertained to the proposed new Planned
Development District. Martha Brown reviewed the highlights of the
new district for the Commission. Commissioner Hinckley asked if
staff would still make recommendations to the Commission for these
o, types of projects. He also asked if a project met all requirements, was
the Commission required to approve the project or would they have
the ability to deny the project. Ms. Brown explained that staff would
still make recommendations to the Commission and that the
, Commission would have final approval. Commissioner McClanahan
G asked if the new district would include industrial. Ms. Brown
