Public Participation in Zoning Code Update. Sarah Wallace stated that the zoning code subcommittee has been working on a better understanding of why things are the way they are in zoning districts. Sarah Wallace introduced a new district, the Neighborhood Commercial district. She also introduced the Special Business District which has traditionally been called C-3, only this would be a traditional business district concentrated in the downtown and that it was specific to where it should be located. This district would also be compatible with the DREAM Initiative. Also in the update are the C- 1 and C-2 Zoning classifications as well as a CX, adult entertainment zoning classification. The Industrial districts, M-1 and M-2, have not changed significantly in the update. However, some of the permitted uses have been examined to see what is appropriate. There was also some discussion on overlay districts. Charles Haubold suggested to get master plans from St. Frances, SEMO, and Southeast Hospital to determine ideal boundaries for overlay districts. Sarah Wallace also mentioned special uses and that each zoning district will have its own permitted special uses depending on what the intent of that district is. Bo Shantz, a resident of Cape Girardeau, said that he was curious about the boundaries between residential and commercial districts. Charles Haubold noted that there is a big discussion about green spaces and trees. 10. Staff Time.
