Kelly Green, City Engineer, provided the Commissioners with an update of the projects i
that the Engineering Division is currently working on, which includes numerous Transportation
Trust Fund (TTF) projects. There was some discussion about the progress of the TTF projects,
' since the vote on TTF-4 is comin up in August 2010. A project schedule that Mr. Eftink
9
developed was distributed to the Commission. Mr. Eftink indicated that a number of projects
would be ready for acquisition of right-of-way and easements at the same time, which could
cause a problem, including a delay of the Big Bend Road project. Mr. Rediger expressed
concern about the Big Bend Road project being delayed, indicating that it needed to be
completed or at least under construction prior to asking citizens to vote on a TTF-4 package.
Mr. Rediger thanked Ms. Green for all her hard work. Mr. Eftink concurred with Mr. Rediger and
that Ms. Green did a ood 'ob of managing multiple projects within the Engineering
noted 9 1
Division.
he Missouri De artment of Transportation
Mr. Eftink informed the Commission that t p ;
(MoDOT) was in the process of updating the 3 highest priority projects in Cape Girardeau i
County, since the Route W widening project was being completed with stimulus money. He
indicated that the Lexington Avenue/Route W intersection was a project that was likely to be i
added to the priority list. Mr. Eftink also informed the Commission that the City was working
.- _
with MoDOT to determine how earmark money for design work on I-55 would be spent. He
indicated a design for the Bloomfield Road overpass was being considered, along with the
design of the intersection of Veteran's Memorial Drive/Lewis and Clark Parkway and
Kingshighway. Mr. Haubold asked if the interchange of Route 74/S. Kingshighway and I-55 was
being considered for a redesign. Mr. Eftink indicated that it was being discussed as well.
Workinq Session on Update of Development Code
Sarah Wallace and Martha Brown reviewed the proposed revisions to the Residential
districts of the Zoning Ordinance. A few new districts are proposed to be added, including an
Agricultural District, a Residential Estate District, and a High Density Multi-Family District. Staff
noted that maximum density was being added to each district and that the R-1 and R-2 Districts
were proposed to be very similar to the existing R-1 and R-2 Districts. Ms. Wallace noted that
the provision for"roomers" in the residential districts was proposed to be removed, but may be
addressed in Overlay Districts. Ms. Wallace briefly reviewed proposed Overlay Districts, but
indicated that staff and the Development Code Subcommittee were still working on these
proposed districts. Mr. Rediger asked about the issue of manufactured homes. Staff reported
that the Subcommittee had decided to recommend that manufactured homes not be allowed in
any residential district, by right or by special use permit other than the Manufactured Home
District.
