Hearinqs on Rezoninq and Special Use Permit Applications
 1. A request of Mark Rademaker for a Special Use Permit to allow travel trailers in Five
Pines Mobile Home Park, located at 3020 Boutin Drive. Rademaker spoke on his
request stating that his original plan was to have travel trailers in the empty lots in his
mobile home park. Rademaker said that he has been moving out old dilapidated mobile
homes out of the park and plans to move the remaining mobile homes in the north of the
park to the south and have the travel trailers and mobile homes separated as requested
by City Staff. He mentioned that the 11 acres on the north would have about 50 pads for
travel trailers and the 5 acres on the south would have about 35 mobile homes.
Rademaker stated that he is converting the utility and electric hookups to be suitable for
travel trailers on the north side of the park. He also mentioned plans of constructing a
four to seven unit bathhouse and also mentioned that there is already a Laundromat in
the mobile home park. He also stated plans of planting pine trees or other landscaping to
provide a separation between the mobile homes and the travel trailers. Rademaker
mentioned plans of a fenced in area for dogs and a pavilion sometime in the future. He
added that every travel trailer pad would have a picnic table and a fire ring. Rademaker
stated that he has been cleaning up the park and feels that allowing travel trailers would
continue to clean up the park and increase property values in the area.
Harry Rediger inquired to the number of pads in the park and if Mr. Rademaker's
strategy was to fill the park. Rademaker responded by stating that the total number of
pads currently is 96, however if he is granted the Special Use Permit, his total number of
pads would be about 85 and that it is his goal to have the park filled and to improve the
area. Rediger also asked if the people that live there are endorsing it. Rademaker
"' answered by saying that some were present at the meeting, however others were
unable to attend. Rademaker added that the people living in the park understand that it
,, will help to clean up the area.
Scott Rhodes asked if there was a way to expand the mobile home park. Rademaker
responded by stating that the mobile home industry is not what it used to be. Rhodes
observed that Mr. Rademaker has done a lot to clean up the park.
Ralph Maxton asked if there would be separate entrances into the park. Rademaker
/ responded that there would just be the one entrance. Maxton also asked if the entire
park would become a travel trailer park sometime in the future. Rademaker responded
by saying that he does not see that happening because he wants the people that live
there to know that they will have a place to live. Rademaker also stated that if mobile
home lots become vacant he will probably leave those lots vacant.
Those in Support
Matt Ulrick, who lives in the park, spoke in support of the request stating that before
Rademaker purchased the park, there were police there on a regular basis. However,
since Rademaker has owned the park, he has done a great job cleaning it up. Ulrick also
stated that he feels that those who live there can only reap the benefits of what
Rademaker is proposing to do.
Earl Bell, who lives in the park, spoke in support of the request stating that he has lived
there for nine years. Bell added that before Rademaker purchasing the park; it was a
less than desirable place to live. Bell stated that Rademaker has done a lot to clean up
the park and make improvements that has made it a more pleasing place to live.
Roy Blankenship, who lives in the park, spoke in support of the request stating that he
has lived there since 1992. Blankenship stated that he has seen the park change from
being under the previous ownership to being in Rademakers ownership. Blankenship
noted all of the improvements and money that Rademaker has put into the park and that
says something about his commitment. Blankenship stated that he feels it is time for
'' Rademaker to start getting some money back out of the park. Blankenship also noted
that he does not feel that a poor quality of people is a problem because Mark does not
get people that cause problems into his park.
There were four others in attendance in support of the Special Use Permit.
Those in Opposition
Joe Moore stated that he had concerns and was not necessarily in opposition. Moore
inquired if there would be a specific number of pads allowed in the Special Use Permit
and added that he would not be happy if more were allowed. Moore stated that this
needs to be regulated. He also inquired how long a travel trailer could remain in the
park. Rademaker answered a week to several months. He stated that he wanted to
provide a place for people who come to town to work on various projects to live, however
it would not be a permanent residence. Chairman Hinckley stated that it could be a
concern in the future and wanted to know what Rademaker's plans were with this
concern. Chairman Hinckley also stated that he wants to know what Rademaker's plans
were to regulate this.
Larry Berkbuegler of 3647 Highway W stated that his concern was if a person moved in
a trailer and just left it there. He also asked if Rademaker would be providing a buffer of
landscaping along the highway.

Elaine Ramsey, of 3085 Boutin spoke in opposition to this request stating that she feels
that safety is an issue. Ramsey stated that she is concerned people will park there and
live there and have kids running all around the park and feels that trespassing could be a
problem in the future. Ramsey stated that she has no problem with anyone in the park
but feels travel trailers could get out of hand, especially with the economy the way it is.
Ramsey feels that there will be problems with congestion and slower traffic and more
accidents in the area. Ramsey feels that travel trailers will take the neighborhood
backwards. Ramsey also asked if security would be provided. Ramsey also presented a
letter from a neighbor that was unable to come to the meeting.
Richard Loos, who owns property to the north of the park, spoke in opposition stating
that he does not want travel trailers in his front yard. Loos stated that the area is
supposed to be a residential area and not a campground.
There were two others in attendance in opposition of the Special Use Permit.
Discussion and Votinq on Applications
2. A request of Mark Rademaker for a Special Use Permit to allow travel trailers in Five
Pines Mobile Home Park, located at 3020 Boutin Drive. Charles Haubold made the
motion to recommend approval, seconded by Ray Buhs.
Trae Bertrand noted that he has seen the area improved since Rademaker has owned it.
Bertrand added that someone moving into the park just to live in a travel trailer is not
consistent with what Rademaker is doing. Bertrand stated that Rademaker will probably
boot anyone out that intends to live in a travel trailer in the park.
Patricia Mothershead asked what Rademaker could do to relieve the concerns of the
opposition. Mothershead also asked if Rademaker could have tighter regulations.
Chairman Hinckley asked Rademaker how long he was willing to commit to having
people stay in the park. Rademaker stated that he was willing to allow people to live in
"" the park for nine months.
Charles Haubold modified his motion to recommend approval, stating that he wanted to
add three more conditions to the Special Use Permit in addition to the other five as
stated in the staff memo. Mr. Haubold stated that one condition is that anyone coming
into the park to stay in a travel trailer can only be there for nine months, the second
condition called for green area and landscaping separating the travel trailers from the
mobile homes. The third condition stated that the owner shall provide security for the
travel trailers and the mobile homes in the park. Ray Buhs seconded these conditions.
Harry Rediger inquired about crime issues with the travel trailer camp on Kingshighway.
Ken Eftink informed the Commission that he is not aware of any but will check with the
Police Department.
Scott Rhodes asked if new homes could be placed on existing pads. Eftink informed him
that the current pads probably won't work. Rhodes observed that Rademaker is cleaning
up the park so he can do a better job.
Sarah Wallace pointed out the third condition which stated that the mobile homes and
travel trailers need to be separated in the park.
Ralph Maxton stated that you can't argue with someone who is improving their property
but does not feel it is a good idea to have travel trailers next to mobile homes. Maxton
added that a travel trailer park stand alone would be objectionable in a residential area.

w
Chairman Hinckley inquired about the sewage system. Rademaker said that he thinks it
is a six inch pipe. Charles Haubold noted that Rademaker would have to meet City
regulations or not have City sewer. Eftink added that the park was designed for
j., permanent mobile homes so it should meet travel trailer needs that are temporary. Eftink
' also added that the travel trailers would be on a single water meter. Rademaker added
that when the park was full, there was no problem carrying that load.

Chairman Hinckley stated that he understands that Rademaker wants to improve his
mobile home park. However, Hinckley stated that his concern was that if someone else
would purchase the lot in the future, that they may not continue that improvement.
Wallace stated that the Special Use Permit goes with the owner so if someone buys the
park, they will have to go to City Council to have it transferred to their name. Chairman
Hinckley stated that the problem is still the same.
The vote count on the motion to recommend approval was 7 in favor and 2 in opposition
with Chairman Hinckley and Vice-Chairman Maxton in opposition.
