Haubold, Jr., Ralph Maxton, Raymond Buhs, Scott McClanahan, and Patricia Mothershead Absent: William Hinckley, Scott Rhodes, Marcia Ritter Staff Present: Ken Eftink, and Richard S. Reinhardt, Jr. Call to Order. Vice-Chairman Bertrand called the meeting to order at 7:00 p.m. Approval of Minutes. The minutes of the April 14, 2010, meeting were unanimously approved upon motion made by Charles Haubold and seconded by Scott McClanahan. Subdivision Plats 1. Welter Subdivision, Record Plat. Richard Reinhardt gave staff comments stating that this is a situation where the owner is requesting to divide the rear portion of his property into a new lot. Reinhardt informed the Commission of the variances needed and that all of the necessary letters had been submitted. The variances needed included the front and side yard setback requirements on Lot 1, not having a five (5) foot easement along the south property line of Lot 1, and the minimum lot width on Lot 2. Approval was recommended on the condition that the plats are acceptable. Ralph Maxton made the motion to recommend the approval of the subdivision with the requested variances and on the condition that acceptable plats are submitted. Scott McClanahan seconded the motion and the Welter Subdivision was recommended for approval unanimously. 2. W.A. and Zola Huckstep Subdivision Record Plat. Richard Reinhardt gave staff comments stating that this subdivision is located off of Patricia Drive and would create a landlocked parcel. Reinhardt informed the Commission that the applicant was asked to obtain an easement across the property that fronts on North Kingshighway to provide access to Lot 1. Reinhardt informed the Commission that the applicants had obtained that easement and it would go to Council for acceptance on May 17th. Reinhardt also informed the Commission that the engineering surveyor has requested variances for the rear setback requirement and minimum street frontage on Lot 2 and no street frontage for Lot 1. Ken Eftink informed the Commission that the reason why Lot 2 does not meet the rear setback requirement is because of the parking situation for Lot 1 where Lot 1 needs the turning radius. Eftink also stated that the purpose of the access easement is to make sure it is there for future owners. Eftink also informed the Commission that the bank is requiring the purchaser to obtain two different loans for the property, a commercial loan for the duplex since it will be a rental , property and a residential loan for the house. Ken Eftink recommended approval with the variances and the access easement. Upon motion made by Scott McClanahan and seconded by Charles Haubold, the W.A. and Zola Huckstep Subdivision was recommended for approval unanimously. Other Items and Communications 3. Staff Time. Ken Eftink informed the Commission that he had met with MODOT and the Cities of Jackson and Scott City. If the combined population is greater than 50,000, the three Cities could become a Metropolitan Planning Organization which would allow access to different funding. The MPO would be made up of representatives from the City of Cape Girardeau, the City of Jackson, the City of Scott City, Cape Girardeau County, and Scott County. The area that would be included would be the area that the Cities would grow into in the next 20 years. This would be another layer when working with MODOT to accomplish various projects. Eftink also informed the Commission that there is legislation that could change the required population to 100,000. 4. Adjournment. Upon motion made by Charles Haubold and seconded by Ray Buhs, the meeting was adjourned unanimously at 7:12 p.m. Respectfully submitted, 1. Co'ff"odQt Scott M. Rhodes Secretary
