Hearinqs. Discussion, and Votinq on Applications
1. Public Hearing to consider revisions to the Zoning Ordinance. Martha Brown gave the
Commission a brief overview on the revisions that were being proposed. One of the
revisions included changing the references to the Development Code sections that are now
adopted. Another revision allows for residential uses in the Central Business District.
However, in order to preserve commercial corridors in the Central Business District, a
Downtown Commercial Corridor overlay district is being proposed that would restrict
residential uses to upper floors and the rear of the street level. Billboards will be allowed in
the districts that they were permitted in before the update in March of 2010. Another change
included revisions in the Planned Development District that clarify that it is for new
development and not to allow uses that are not allowed in other zoning districts. Another
revision sets standards for billboards and telecommunication towers to be located in a
Planned Development District. There was no one present to speak for or against the
revisions to the zoning ordinance. Upon motion made by Charles Haubold and seconded by
Wayne Bowen the motion to recommend approval of the revisions to the zoning ordinance
was unanimously approved.
2. Request of IOC (Isle of Capri)- Cape Girardeau for the approval of a Final Development
Plan for approximately 23 acres located around the 800 block of North Spanish Street.
Richard Meister of IOC (Isle of Capri)- Cape Girardeau gave a presentation on the Isle of
Capri's development plan. He showed the outline for the Planned Development District and
a map showing the properties that have been purchased, and the properties that are
currently under contract and will be purchased. Richard Meister showed the realignment of
Main Street. It was discussed that construction would take somewhere between six and
nine months. Richard Meister also mentioned that they are working with the Reynold's
House to help develop and restore that property. It was also discussed that the video board
is 450 feet off of Main Street with a buffer so it is not visible to the public driving along Main
Street and is only visible to those entering the parking lot for the casino. Kelly Green stated
. that the property is in the process of being rezoned to the Planned Development District
and that a preliminary plat has been submitted to join the properties together for the casino.
Marcia Ritter asked when Big Bend Road would be completed and Kelly Green mentioned
that the project had been redesigned and will take approximately six to nine moths. Wayne
Bowen commented that he is pleased to hear that Isle of Capri is working with the
Reynold's House. Wayne Bowen also asked if and when the hotel would be constructed.
Richard Meister stated that it was really a matter of time and added that for the City of
Booneville, a hotel was constructed two and a half years after the casino was built. Trae
Bertrand asked how many rooms the casino would have and Richard Meister responded by (
saying no more than two hundred. Charles Haubold stated that the Planning and Zoning
Commission finds the Final Development Plan to be in substantial conformity with the
Revised Preliminary Plan as introduced on January 10, 2011 to the City Council and moved
to approve the Final Development Plan of IOC- Cape Girardeau contingent upon the City
Council's approval of the Revised Preliminary Plan and the submission of a site plan
showing final utility plan details and such other final details as required by the City Manager
at the time building plans are submitted and that the forty foot video screen stays in the
same location as the original preliminary development plan shows and that it would be
screened so it is not visible from the street. Richard Meister answered and said that the
video screen would be in the same location as the original development plan shows. Tom
Welch seconded the motion and it was unanimously recommended for approval.
Subdivision Plats
3. Preliminary Plat of Isle of Capri First Addition. Charles Haubold recommended approval on
the condition that the remaining items on the list of comments from the City be corrected.
Trae Bertrand seconded the motion and it was approved unanimously.
4. Preliminary Plat of Williamsburg Subdivision. Charles Haubold moved to table this
subdivision and commented that one entrance leading into the subdivision and one
entrance leading out of the subdivision is not enough. Ray Buhs seconded the motion and
the Preliminary Plat of Williamsburg Subdivision was tabled unanimously.
5. Record Plat of Woodland Place No. 10 Subdivision. Richard Reinhardt informed the
Commission that this is a five (5) lot subdivision located along Lexington Avenue and Kent
Drive. Reinhardt informed the Commission that Lot 1 does not meet the minimum lot width
and that it is just under the requirement of eighty feet. The developer submitted a letter
requesting a variance for the minimum lot width requirement for Lot 1. Reinhardt stated that
staff's recommendation is for approval with the variance. Charles Haubold made a motion
to recommend approval with the variance, seconded by Tom Welch, and approved
unanimously.
