Public Hearinqs
2. A Public Hearing was held for a Special Use Permit request for the construction of self storage
units in a C-1 (General Commercial) District at 1000-1012 North Sprigg Street. Mr. Hinckley
excused himself from the discussions pertaining to the Special Use Permit and variance
request at 1000-1012 North Sprigg Street and asked Mr. Haubold to hold the hearings. Mr.
Emad Salamy, property owner, explained he was requesting a special use permit to allow for
the construction of ten self storage units in the rear of his property as a way to clean up the
property and allow storage areas for the students across the street at Southeast Missouri
State University. Mr. Welch asked about the parking arrangements for the restaurant which is
at the front of his property. Mr. Salamy explained that parking for the restaurant is on the side
and back of the building with an extra 30' —40' of open space in the back. He also explained a
retaining wall would be built to deal with the grade variance in the rear. Ms. Brown stated that
city staff had concerns with the parking situation and space available for trucks and trailers to
maneuver around parked cars and also concerns of being in close proximity to residential
units. No one from the public spoke in favor or opposition to the request. A motion was made
by Mr. McClanahan and seconded by Mr. Buhs to approve the Special Use Permit.

of the property due to the location of a culvert. Mr. Salamy stated his goal is to clean up the

could play in the yard without being watched. The proposed fence would continue from the
side yard into the front yard up to the City's right-of-way. No one from the public spoke in favor
or opposition to this request. Mr. Haubold made a motion, seconded by Mr. Bowen to approve
