Approval of Minutes
The minutes of the July 11, 2012 meeting were unanimously approved upon motion made by
Mr. McClanahan and seconded by Mr. Kluge.
Chairman Bertrand announced that the public hearings on requests by Dalhousie, LLC and
Norwald/Meyr Properties to have their properties rezoned to Planned Development (PD) have
been cancelled, as both applications have been withdrawn.
 HEARINGS, DISCUSSION &VOTING
1. A public hearing was held on the request of Roland Properties, an Illinois LLC, to rezone
property at 3364 Percy Drive from the C-2 (Highway Commercial) district to the M-1 (Light
Manufacturing/Industrial) district. Mr. Ray Roland, CEO of Roland Machinery, spoke in favor
of the request. He explained that his company is planning to demolish the existing 12,000
sq. ft. building on the site and replace it with a new 14,000 sq. ft. building. He is requesting
the rezoning because the M-1 district is more suitable for the property given the existing
uses. No one else spoke in favor of, or in opposition to the request. A motion was made by
Mr. Bowen and seconded by Mr. Hinckley, to recommend approval of the rezoning request
for 3364 Percy Drive from the C-2 (Highway Commercial) district to the M-1 (Light
Manufacturing/Industrial) district. The motion passed with a vote of 8 in favor, 0 in
opposition, and 0 abstaining.
2. A public hearing was held on the request of Midwest Energy d/b/a Younghouse Party
Central, for a variance to allow a wall sign on a side of the building that does not have street
frontage, at 2005 South Kingshighway. Mr. Patrick Sulser, Canedy Sign Company, spoke in
favor of the request on behalf of the owner. Mr. Sulser explained that due to the orientation
of the building, a northbound driver can't really see the sign on the front of the building until
they have passed the location. Per the Zoning Ordinance, the building is allowed 229.5 sq.
ft. of signage on the front of the building facing the street (north building elevation). The
existing wall sign on this side is only 96 sq. ft. The owner would like to transfer the remaining
133.5 sq. ft. to the east building elevation where it would be more visible to the travelers
along Kingshighway. Mr. Sulser further explained that a non-illuminated sign with a
changeable sign face is being proposed. No one else spoke in favor of, or in opposition to
the request. Mr. Hinckley asked if a changeable sign is allowed. Mr. Shrimplin stated the
proposed sign cannot be considered in reviewing this variance request. The Commission is
only looking at whether or not to allow the square footage to be transferred. Staff will review
the sign as part of the permitting process. A motion was made by Mr. Bowen and seconded
