Approval of Minutes
The minutes of the September 12, 2012 meeting were unanimously approved upon motion
made by Mr. Bowen and seconded by Mr. Kluge.
HEARINGS, DISCUSSION &VOTING
 1. A public hearing was held on the request of Dutch Meyr, Norwald/Meyr Properties, to rezone
property along LaSalle Avenue from the R-1 (Single-Family Suburban Residential) District to
the C-2 (Highway Commercial) District. Mr. Ty Gramling, Koehler Engineering and
Surveying, presented the request to the Commission on behalf of his client. He stated that a
landscaping company is interested in a portion of the land, and another portion is being
considered for a nursing home. Mr. Bertrand pointed out that City staff was recommending
denial of the rezoning request due to the conflict between the proposed C-2 zoning and the
adjacent R-1 zoning. The applicant, however, has amended his request to include the R-1
land. This area is proposed to be rezoned to the C-2 (Highway Commercial) District and the
R-3 (High Density Single-Family Residential) District. The amended request satisfies staff's
concern as it eliminates the C-2/R-1 conflict. No one spoke in favor of, or in opposition to
the request. Mr. Bowen noted that the Comprehensive Plan's Future Land Use and
Infrastructure Map shows this area as Mixed Density Residential. Mr. Shrimplin stated that,
in the opinion of the City staff, the land is best suited for commercial development due to its
proximity to the I-55/LaSalle Avenue interchange. Also, there are currently no businesses in
the area to serve the residents who live in the northern part of the City. A motion was made
by Mr. Bowen and seconded by Mr. Hinckley to recommend approval of the amended
rezoning request for property along LaSalle Avenue from the R-1 (Single-Family Suburban
Residential) District to the C-2 (Highway Commercial) District and the R-3 (High Density
Single-Family Residential) District. The motion passed with a vote of 8 in favor, 0 in
opposition, and 0 abstaining.
SUBDIVISION PLATS
2. A record plat for Village Place Subdivision was reviewed by the Commission. The plat
combines two lots into one, which will be developed for apartments. A motion was made by
Mr. Maxton and seconded by Mr. Bowen to recommend approval of the Village Place
Subdivision Record Plat as submitted. The motion passed with a vote of 8 in favor, 0 in
opposition, and 0 abstaining.
