REZONINGS, SPECIAL USE PERMITS. AND EXCEPTIONS
1. A public hearing was held on the request of Catholic Charities of Southern Missouri for an
exception from Development Code Section 25-506(a), wall signs, at 231 North Main Street.
Mr. Kyle Schott, Catholic Charities of Southern Missouri Regional Director, explained that
although the front of the building faces North Main Street to the east, Catholic Charities
would prefer to display its main signage on the south side of the building because it would
be visible to traffic on Broadway. He added that in order to justify the exception, Catholic
Charities is willing to transfer allowable wall sign area from the east side of the building to
the south side. A staff report was submitted to the Commission, containing the following
findings of fact:
Criterion #1: As part of the exception request, a "substantial equivalenY' is proposed.
"Substantial equivalent" means an alternate design, method or feature that accomplishes
the same purpose as the applicable Development Code requirement.
Findin : Per the code requirement, the subject building is permitted wall signage on
the east building elevation that has street frontage along North Main Street. In order
to display wall signage on the south elevation, the applicant is proposing to transfer a
portion of the permitted wall sign area from the east elevation. This qualifies as a
"substantial equivalent" because the applicant receives the same amount of wall sign
area, but gets to distribute it differently.
Criterion #2: Approval of the exception request is consistent with the general spirit and
intent of the Development Code.

Findina: The "substantial equivalent" proposed by the applicant ensures fairness
among property owners and tenants, which makes approval of the exception request
consistent with the general spirit and intent of the Development Code.
Based on the above findings, staff recommended approval of the exception request, with the
following condition:
1. The aggregate sign area of all wall signs for the building shall not exceed the
maximum permitted wall sign area per the City's sign regulations.
Chairman Glenn opened the public hearing and seeing no appearances to speak, he closed
the public hearing. A motion was made by Mr. Koetting and seconded by Mr. McClanahan

Streets policy. At the request of the City Manager, staff has prepared a Complete Streets
policy along with a resolution of adoption. "Complete Streets" is a policy and design
approach that considers users of all ages and abilities in the planning, design, construction,
operation, and maintenance of streets. It enables safe and convenient travel and access by
those walking, bicycling, driving motor vehicles, riding public transportation, and traveling by
other means. The policy prepared by staff is based on model language and includes
specific strategies the City will employ in supporting the policy's vision. Mr. Skinner stated
that he is pleased with the policy because it references more than just motorized
transportation. A motion was made by Mr. Koetting and seconded by Mr. Skinner to
recommend approval of the Complete Streets policy. The motion passed unanimously.

cities and counties with more funds for local street, road, and bridge projects. He added that the
last fuel tax increase was in 1996.
