City of Cape Girardeau
City of Jackson
March 17, 1998
Cape Girardeau Officials Jackson Officials
A.M. Spradling III, Mayor Paul Sander, Mayor
Richard Eggimann, Councilman Kerry Hoffman, Alderman
Kent Bratton, City Planner Rodney Bollinger, Planning & Zoning
R.J. McKinney, Planning & Zoning Comm. Official
Gayle Conrad, Depury Clerk Bernard Proffer, Planning & Zoning Comm.
Mayor Spradling called the meeting to order. He suggested that Mayor Sander and himself act
as Chairman at alternate meetings. Mr. McKinney made a motion, seconded by Mayor
Sander, to appoint Mayor Spradling as Chauman of this meeting. The motion was approved
on unanimous vote.
Mr. Bratton gave an overview of the current city limits of Cape Girardeau. He distributed a
map of the county road numbering system, a standard county highway map, and a
contour/display map prepared by the Regional Planning Commission before county planning
and zoning was abolished. The aerial map of Cape Girardeau is from 1995, and the most
recent Jackson aerial map is from 199h.
Mr. Bollinger reviewed the Jackson city limits and the plans for the East Main extension to
Interstate 55.
Mayor Spradling suggested that each member state what they perceive to be the objective of
this committee, what to look for in future meetings, and what information is needed from staff.
Mr. Hoffman stated that the new East Main extension will remove traffic from Highway 61
and lead to new areas of annexation for Jackson. Mayor Sander questioned if Cape has a
proposed road that will connect to the East Main Extension. Mr. Bratton responded that
County Roads 618 and 638 could extend to Sprigg Street; however, this is not in the city
limits.
One goal that Mr. Eggimann expressed is to insure that both cities have access to all logical
areas of expansion. Mayor Spradling continued that if the committee projects the growth of
both cities over the next 20 years, this will dictate the plans of the committee. Infrastructure
for water and sewer, watershed, and residential and industrial development should be
considered.

Joint Annexation Committee 2
March 17, 1998
Mayor Sander explained that the more short term goals for the City of Jackson include: (1) the
East Main extension project to Interstate SS and to annex areas along this route; (2) more ra id
growth along Highway 25 South near the new elementary school and along Route K to the new
Notre Dame High School. He emphasized the need to educate the public that the purpose of
this committee is to review growth and to not push annexation.
Mayor Spradling suggested that the staff for both Jackson and Cape work together to develop
5, 10 and 20 year projections for growth and development and to prepare a common map of
both cities outlining these potential growth areas. The main focus would be to merge along
Interstate 55 and South of Highway 61. Mayor Sander agreed with this.
The committee discussed how these proposed plans would affect the school districts, library
districts, and fire districts.
The next meeting was scheduled for June 23, 3:00 p.m,, at Jackson City Hall. It was agreed
to invite County Commissioner Gerald Jones as well as the Chairman of the County Planning
and Zoning Commission.

 JOINT ANNEXATION COMMITTEE
City of Cape Girardeau
City of Jackson
July 28, 1998
Cape Girardeau Officials Jackson Officials
A.M. Spradling III, Mayor Paul Sander, Mayor
Richard Eggimann, Councilman Kerry Hoffman, Alderman
Kent Bratton, City Planner Rodney Bollinger, Planning & Zoning
R.J. McKinney, Planning & Zoning Comm. Official
Gayle Conrad, Deputy Clerk Bernard Proffer, Planning & Zoning Comm.
Jim Roach, Public Works Director
Cape Girardeau County Officials
Max Stovall, County Commissioner
John Dudley, County Planning and Zoning Commission
Mayor Sander called the meeting to order. Kent Bratton reported that Brian Balsman of the
Southeast Missouri Regional Planning Commission pulled all the plats between Route W,
Highway 25 and Route K, and reviewed the boundaries of the Fruitland water and sewer
districts to use in developing 5, 10 and 20 year growth projections (maps of the projections
were distributed). The projections included areas in which some form of urban development is
occurring. The types of growth include residential, commercial, industrial and institutional.
Consideration was also given to the areas around the East Main Street extension to the
Interstate.
Mr. Bratton reviewed the area's watersheds, creeks, and locations of sewers. He noted a
suggested regional wastewater plant on Williams Creek in the 20 year projection. Mayor
Spradling stated that the depths of the water lines at center junction are questionable, and it
may be more feasible for the water and sewer lines of the two cities to connect at the new
interchange.
Mayor Sander stated that both councils need to review the projected growth areas. At the next
joint annexation meeting, more specific information is needed on preliminary annexation
projections. The Jackson exit at Fruitland and along Interstate 55 wou(d be the boundary line
on the east side. The public needs to be aware that this information is just for planning and is
not binding on future councils.
In addition, Mayor Spradling requested the planners of each city project reasonable growth into
the areas considered for annexation, including the Route K corridor to Highway 25. The
residents in this area, including Gordonville, may be looking for city water and sewers.

Joint Annexation Committec 2 July 28, 1998
John Dudley explained that the County Commission is planning to adopt a zoning ordinance.
He would like to have a copy of this committee's reports and studies as the proposed ordinance
will affect what this committee is doing.
Richard Eggimann suggested it may be simpler to do the study one section at a time, consisting
of Route K north, Kingshighway south, Highway 25 east, and the Interstate 55 corridor.
Mayor Sander suggested the staff set a priority on the sections and which ones to review first.
The committee will meet again in October or November to review this study prepared by the
staff. Following the meeting, the study will be discussed at a joint council meeting in
December or January to update the rest of the council members on what the committee has
done.
The next meeting will be scheduled when the staff inembers have prepared the annexation
report.

 Office of the City Manager
Council Letter Na 2
Agenda January 11, 1999
The Honorable Mayors
And
Members of the City Council and Board of Aldermen
Cities of Cape Girardeau and Jackson,Missouri
Dear Mayors,Council Members and Board Members:
RE: Concurrent Detachment and Annexation of a 3.24-acre Tract of I.and in the
City of Cape Girardeau Which is Located Along the Western Right-of-Way
Line of Interstate 55,Adjoining the Eastern City Limits of the City of
jackson
This tract of land contains a short section of the outer road(Old Cape Road East)that is within the
City liinits of Cape Girardeau and adjoins the City limits of Jackson. There is a seldom used section
of the 1V!'issouri statutes that allaws cities to concurrently detach and annex particular areas when it is
to their mutual advantage(Copy of ItSMo Section attache. The City of Cape Girardeau annezced
this section of road when it annexed the entire I-55 right-of-way in 1989. Subsequendy, the City of
Jackson annexed properry up to the right-of-way line and the area including Klaus Park,so their city
limits inunediately adjoin the City of Cape Girardeau boundary line.
At the present time, the City of Cape Girardeau's Police Department and Fire Department personnel
have to respond to any accidenu on this stretch of the outer road, having to drive to the west side of
I-55 and through the City of Jackson to get to this area. Alsq the City of Cape Girardeau is
technically responsible for traffic enforcemeut on this stretch of road The City of Jackson also
extended a water line dawn this section of road to serve the new church built just north of Klaus
Park,
Attached is an ordinance that will detach this area from the City of Cape Girardeau. Also attached is
a second ordinance that w71 annex the same area into the City of Jackson. These ordinances are
presented for considzxation of fust reading by the Cty Council attd the Board of Aldermen at the
joint meeting on January 11. The staffs of both«ties fully recommend that the Council and:Board
proceed with these actions as we have determined that this action will be mutually beneficial to both
cities.
