The contracts awarded by the U.S. DOT will be for a two-year term. The U.S. DOT received proposals from five air carriers interested in providing air service at Cape Girardeau. Those carriers submitting proposals were: • Multi-Aero, Inc. d/b/a Air Choice One, proposing daily service to either St. Louis Lambert Airport and/or Memphis International Airport • Gulfstream International Airlines, proposing daily service to St. Louis Lambert Airport • Alaska Juneau Aeronautics, Inc. d/b/a Seaport Airlines, proposing daily service to Memphis International Airport • Hyannis Air Service, Inc. d/b/a Cape Air, proposing daily service to St. Louis - Lambert Airport • Locair, Inc.,proposing four round-trip per week service to: Kansas City International Airport, continue to Wichita, KS-Tulsa, OK Branson,MO, continue to Little Rock,AR-Oklahoma City, OK-New Orleans, LA Paducah, KY, continue to incinnati, OH Bowling Green, KY, continue to Atlanta, GA Nashville,TN The U.S. DOT has several factors they consider when determining which carrier will be awarded the contract for the EAS routes. One of the factors considered by the U.S. DOT includes their review of community comments. As such, the City has until September 16, 2009, to provide comments to the U.S. DOT regarding our opinions and recommendation for awazd of the EAS contract. Over the past month, the Airport staff and the Airport Advisory Board have worked very diligently to research these proposals to ascertain the best choice of carrier for service at Cape Girazdeau. The Airport Advisory Boazd interviewed all five carriers proposing service from Cape Girardeau at various interview sessions. Summary notes from those meetings are included with this letter for Council review. The result of those interview meetings culminated with the Advisory Board voting unanimously to recommend Hyannis Air Service, Inc. d1b/a Cape Air(Cape Air),based on the criteria that they feel the catrier will allow Cape Girardeau the best opportunity to re-establish air service and renew our air passenger traffic growth. A variety of key issues factored into their decision. The airline proposes low fares(an average of$48 each way) in the Cessna 402, a smaller, nine-seat aircraft, but with a higher frequency of four daily round-trips. The airline brings twenty years of well- established experience, with a global distribution and reservations system that will make it easy for travelers to find Cape Girazdeau when they want to fly into our community. Additionally, Cape Air has a proven track record of increasing passenger boardings in other communities where they have taken over service from an airline providing service with the lazger 19-seat aircraft. In summary, the Airport Advisory Board clearly felt this carrier could perform on all of their promises. After considering all of the pros and cons associated with each of the airline proposals, the Airport Advisory Board's final recommendations aze: 1.) to recommend to the United States Department of Transportation to award the Essential Air Service two-year contract Hyannis Air Service, Inc. d/b/a Cape Air to provide scheduled air service between Cape Girazdeau and St. Louis Lambert, and 2.) to recommend to the United States Department of Transportation to awazd such contract to Hyannis Air Service, Inc. d/b/a Cape Air utilizing the four daily roundtrip schedule proposed by the airline. It is recommended that the City Council approve a resolution authorizing the City Manager to submit comments to the United States Department of Transportation in favor of awarding the Essential Air Service two-year contract to Hyannis Air Service, Inc. d/b/a Cape Air for scheduled air service between Cape Girardeau and St. Louis Lambert Airport.
