As you know, Cape Girardeau Public Schools will operate that channel in the near future. In December 2000, the Cape Girardeau City Council approved an ordinance to provide funding to the School for services from a studio constructed at new Career and Technology Center. The Radio and TV Broadcasting Studio Cooperation Agreement authorizes the City, from the Cable TV Franchise fee, to pay the School a one-time sum of $50,000 and an annual payment of $20,000 for a period of 4 years beginning February 2001, to be used for operation of the studio. For its contribution to the project, the City receives services from the School including live programming (on an irregular schedule and will be mutually agreed upon); a weekly news program; and three 30 -minute programs per month. The School owns the studio, its furnishings and equipment and is responsible for all maintenance. The School is to provide an annual financial statement to the City showing all aspects of the Studio's operating and maintenance finances. Pursuant to the Radio and TV Broadcasting Studio Cooperation Agreement, the City Council authorized a transfer of the $50,000 one-time payment and a $20,000 annual payment to Cape Girardeau Public School District No. 63 in May 2001. The educational access channel is available. It is expected to be operational and on air in the next few weeks, as equipment is received at the Career Center Studio and after a policy statement for the channel has been approved the School, the Cable Television Advisory Committee and the City Council. At this time, the School is broadcasting Cape Central home football games on Cable (public) Access Channel 5 until Cable (educational) Access 23 is operational. The Video Program Instructor is currently working with the Cape Girardeau Fire Department to produce a requested 30 -minute program. Also, a 10 - minute weekly news program is being developed with the City's Public Information Officer. Filming of future projects has been discussed and is scheduled for the coming months. I am enclosing a copy of the Radio and TV Broadcasting Studio Cooperation Agreement for your review. Should you need any additional information, please do not hesitate to contact me. Miller, City Manager FROM: Kent M. Bratton, City Planne -0. RE: Joint City Council/School Board Meeting, 10/8/01: Re: Naming of "Southern Expressway" Section West of Kingshighway DATE: October 4, 2001 *************************************************************** In the mid -1990's, during formulation and design of the first transportation sales tax program (TTF-1), for several reasons it was desirable to identify the section of arterial street from the existing Kingshighway-Southern Expressway intersection westward to Silver Springs Road as "Southern Expressway". Subsequent to bidding and contracting of this segment of TTF-1, and before, the Planning and Engineering staff had discussed the eventual naming of this section. It was determined that the name Mt. Auburn Road should be continued from the Silver Springs Road intersection east to Kingshighway. This reflects the naming of Lexington Avenue at its intersection with Kingshighway and Mt. Auburn Road. This attendant recommendation was discussed with the City's Planning Commission previously and they agreed by consensus. In discussion with Dr. Steska on October 3, 2001, he and I also agreed on this issue. To wit, the School District staff would also prefer the name Mt. Auburn Road for the subject section. Accordingly, prior to the City Council's acceptance of the constructed street, or at the Council's discretion, the staff will present an ordinance naming this section, and perhaps other sections as yet "unnamed", Mt. Auburn Road. The staff will also have relevant maps available at the October 8`h meeting. KMB/rlf 59 Memorandum Office of the City Eagiaeer To: Michael G. Miller, City Manager From: Mark A. Lester, City Engineer Date: October 4, 2001 Subject: Joint Council School Board Meeting Item 5c & d. 5c & d. Stop lights on Kingshighway at Silver Springs & on Hwy 74 at Mt. Auburn: At this time no signal is scheduled for installation at the intersection of Kingshighway and Silver Springs Road. There are several variables that need to be worked out. These variables include uncertainty of the intersection of Silver Springs Road with Kingshighway on the new plans, the location of the existing road in relation to the exit ramps, and the existing signal at the intersection of Southern Expressway and Kingshighway. The City, School District, adjoining property owners and MoDOT have been discussing various solutions to the location and configuration of this intersection. MoDOT has designed, and will bid out, the signal installation at Mt. Auburn and Hwy 74 before the end of this year. An agreement between the City and the Missouri Highway Department makes the installation of the signal at Rte. 74 the responsibility of MoDOT while the City is responsible for retrofitting the intersection of Southern Expressway and Kingshighway. MoDOT is actively working on their signal and it should be installed later this year. The City will complete their part of the agreement when the Southern Expressway Project is completed. Office of the City Engineer To: Michael G. Miller, City Manager From: Mark A. Lester, City Engineer Eric Cunnigham, City Attorney Date: October 4, 2001 Subject: Joint Council School Board Meeting Item 5e. 5e. Property Assessment for road development near High School: In keeping with City Policy and State Statutes both the Southern Expressway and Silver Springs Road Projects are to be assessed to all of the adjoining property owners. Because each of these street projects fall under separate Transportation Trust Fund programs, the assessments for each project will differ. The Southern Expressway Project falls under the TTF-1 assessment policy which charges the property owners the cost of a forty -foot width pavement and base and all land acquisition costs. Under the TTF-1 policy this amount was calculated at $ 56.00 per front foot. No right-of-way or easements were purchased. The Silver Springs Road project falls under the current Transportation Trust Fund (TTF-2) policy which still charges the property owners the cost of a forty -foot width pavement and base and all land acquisition costs. The pavement and base cost calculated for the TTF-2 is $ 65.00 per front foot. Again, if right-of-way and/or easements are to be purchased this cost will be higher. Based on these two policies the estimated special assessment tax bills to the School District would be: Southern Expressway: 1,729 FF @ $ 56.00 = $ 96,824.00 Silver Springs Road: 2,200 FF @ $ 65.00 = 143,000.00 $ 239,824.00 page 2 State Statutes mandate that all adjoining property must be treated equally and no favoritism can be shown to one type of property owner over another. Therefore, special assessments will be issued to each adjoining landowner under the assessment policy criteria each project falls under. The assessments may be paid at one time or over a period of ten years. An interest rate will be added to the assessment if the ten- year payment plan is chosen. This rate is based on the T -Bill interest rate at the time the tax bills (special assessments) are issued. The tax bills can be paid off earlier than ten years with no penalty charged. As with all special assessments, the City Council may waive or forgive the assessment on a yearly basis. These revised policies apply to all Transportation Trust Fund Projects that the City undertakes, including those projects not yet completed from TTF-1. The following table compares the recommended front foot costs (highlighted) and the previous trust fund assessment costs. The changes in the assessment amounts are based on policy changes and on yearly averages for projects bid by the City. It is recommended that the Council adopt by resolution the costs for the 2001 calendar year as the ma)amum front foot costs for the associated policies. TTF-I TTF-11 1. New Commercial Streets: Assess the cost of a forty (40) foot wide pavement with rock base: Sixty -Five Dollars ($65.00) per front foot plus any acquisition costs. PASSED AND ADOPTED THIS DAY OF , 2001. A. M. Spradling, III, Mayor ATTEST: Gayle L. Conrad City Clerk Office of the City Engineer To: Michael G. Miller, City Manager From: Mark A. Lester, City Engineer Date: October 4, 2001 Subject: Joint Council School Board Meeting Item 6a. 6a. Clarification of agreement of the Silver Springs Road Design Fees: At the start of the high school project the City was approached by the School District and their engineering firm to discuss a disposal site for excess fill that to be accumulated. It was agreed that the City would purchase the fill and the fill could be used to fill in a low area on the existing Silver Springs Road. The District's engineer came up with a preliminary plan showing fill on the street with a gravel road surface on it. The plan did not call for right-of-way acquisition or a permanent roadbed. The adjoining property owners did not give right-of-way and the fill could not be placed on the street. The City did not enter into an agreement with the District's engineer for the design of plans for that portion of Silver Springs Road. Moreover, the street plans that were submitted were not up to City specifications and benefited the School District by allowing the extension of the schools detention basins discharge pipes to flow under Sliver Springs Road. Presently, the school has stock piled the excess fill on its site and still agrees that the City can purchase it at a negotiated price when the final plans for Silver Springs Road are completed. Office of the City Engineer To: Michael G. Miller, City Manager From: Mark A. Lester, City Engineer Date: October 4, 2001 Subject: Joint Council School Board Meeting Item 6b. 6b. Water runoff from the school site: As required by ordinance the Cape Girardeau School District submitted a stormwater management plan and constructed approved stormwater detention basins on their property. Basins exist at the Career Center Site and the high school site. The - basins are designed to allow the predevelopment flow of a 10 yr. rainfall event while storing a post development 25 yr. rainfall event. Each basin must also make provisions to allow for the overflow of a 100 yr. rainfall event. Some concern exists over the size of two elliptical pipes exiting the high school's basin. Plan review shows that the two elliptical pipes are needed to accommodate the 100 yr. rainfall event. The normal discharge is handled by three 24" diameter holes placed into a concrete junction box. These holes act as the detention basin's regulator and allow for the required release of stormwater. The detention basin discharges on the school's property and follows a natural course to a 36" diameter under the existing Silver Springs Road to a ditch along 1-55. When the Silver Springs Road Project is constructed, the culvert under the road can be designed to accommodate the 100 yr. rainfall event. Miller, City Manager FROM: Kent M. Bratton, City Planne( JI RE: Joint City Council/School Board Meeting, 10/8/01: Re: Future Use of Schultz School DATE: October 4, 2001 *************************************************************** The proposed agenda for the above meeting, received by this office on October 2, 2001, included the addressed item. In response, myself and Bill Vaughn conducted a "walk -around" of the building and property on the afternoon of October 3, 2001. We were conducted by Mr. Lee Gattis. The cornerstone of the original building, at the northeast corner of the structure, states that it was built as the Vocational Arts School in 1920. Per observation, and statements by Mr. Gattis, there have been some additions to the building since then. The planning staff's general observations, on cursory examination, are that: 1) The building and grounds are roughly approximate with the Old St. Francis Hospital, although both appear to be slightly larger at Schultz. 2) Schultz School is located in a similar neighborhood, although in different orientation, i.e., residential on all sides but one, with commercial on the other. 3) The presumable adaptive reuse of the building(s) and grounds are primarily for "residential" purposes: Either singularly, or in combination, for "low-income", "market - rate", or "high-income" apartments, "senior -citizen housing", or "institutional" housing of a to -be -determined nature. 4) The building(s) and grounds, preliminarily, appear to offer adequate possibilities for the above. 5) There is some, very limited, possibility of commercial uses directly associated with a potential residential use plan, either through rezoning or special use permit. However, the use of the building for complete commercial use is unfeasible in our opinion. MEMORANDUM DIVISION OF PLANNING SERVICES Page 2 6) The prospects of the use of the building(s) and/or property for industrial uses are problematic at this point, and doubtful at best, from zoning and adaptability issues. The staff's recommendation at this time is that a package of basic information be prepared and the building and grounds be "marketed" for conversion to residential use or uses. Providing that a suitable developer can be found and a project developed, this conversion could be eligible for substantial tax credits either through the Missouri Housing Development Commission or the Missouri Department of Economic Development. In addition, the building should be eligible for nomination to the National Register of Historic Places and if so designated additional tax credits might be available from both the Federal and State levels.
