NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau -City Council held a study session at the Cape Girardeau City Hall on
Monday, January 10, 2022, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council
Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon
Truxel present.

CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, January 10, 2022, starting at 5:25 p.m. with Mayor Bob Fox presiding and Council
Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon
Truxel present.
ADOPTION OF THE AGENDA
A Motion was.made by Robbie Guard, Seconded by Shelly Moore, to adopt the Agenda.
Motion passed. 7-0. Ayes: Fox, Guard, Kinder, Moore, Presson, Thomas, Truxel.

CONSENT AGENDA
Approval of the December 20, 202 1, City Council regular session and closed session minutes.
BILL NO. 21-200, an Ordinance approving a Redevelopment Agreement in Connection with a
Portion of RPA 2 Redevelopment Project Described in the Redevelopment Plan for the
Downtown Tax Increment Financing District, Cape Girardeau, Missouri, 2015. Second and Third
Readings.
BILL NO. 21-201, an Ordinance Terminating Tax Increment Financing within the
Redevelopment Area described in the Esquire Theater Tax Increment Financing Redevelopment
Plan and Dissolving the Esquire Theater Special Allocation Fund. Second and Third Readings.
BILL NO. 21-202, an Ordinance approving the record plat of Ellis Street Subdivision. Second
and Third Readings.
BELL NO. 21-203, an Ordinance approving the record plat of Saint Francis Health & Wellness
Center Condominiums, Re -Plat No. 3. Second and Third Readings.
Acceptance of water improvements to serve the Goodwill located at 250 South Silver Springs
Road, in the City of Cape Girardeau.

A Motion was made by Dan Presson, Seconded by Shannon Truxel, to approve and adopt.
Motion passed. 7-0. Ayes: Fox, Guard, Kinder, Moore, Presson, Thomas, Truxel.
BILL NO. 21-200 will be Ordinance NO. 549 1; BILL NO. 21-201 will be Ordinance NO. 5492;
BILL NO. 21-202 will be Ordinance NO. 5493; and BILL NO. 21-203 will be Ordinance NO.

APPOINTMENTS
Appointment to the Public Library Board of Directors
A Motion was made by Stacy Kinder, Seconded by Nate Thomas, to confirm Mayor Bob Fox's
appointments to the Public Library Board of Directors. Mayor Fox appointed Jessica FER for a
term expiring June 30, 2024.
Motion passed. 7-0. Ayes: Fox, Guard, Kinder, Moore, Presson, Thomas, Truxel.
