STUDY SESSION—November 1,2021
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on
Monday, November 1, 2021, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council
Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon
Truxel present.

CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, November 1, 2021, starting at 5:25 p.m. with Mayor Bob Fox presiding and Council
Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon
Truxel present.
ADOPTION OF THE AGENDA
A Motion was made by Robbie Guard, Seconded by Dan Presson,to adopt the Agenda.
Motion passed. 7-0.Ayes: Fox, Guard,Kinder,Moore, Presson,Thomas,Truxel.
PUBLIC HEARINGS
A public hearing to consider a request to rezone property on Walnut Street, South West End
Boulevard, and Beaudean Lane from R-2 (Single-Family Urban Residential District) and R-4
(Medium Density Multifamily Residential District)to PD(Planned Development District).
Mayor Bob Fox opened the Public Hearing
Jimmy Wilferth of the Saint Francis Foundation appeared in support of the planned development.
He gave a presentation on the Planned Development District.
There being no other appearances,the public hearing was closed.
A public hearing to consider a Petition for the Formation of the Bloomfield Crossing Community
Improvement District.
Jason Coalter, petitioner for the Community Improvement District and his attorney John Grimm
appeared in support.
There being no other appearances,the public hearing was closed.

Council Member Robbie Guard abstained from BILL NO. 21-157 and from BILL NO. 21-158,
for financial reasons, due to his employment with MRV Bank.
A Motion was made by Robbie Guard, Seconded by Shannon Truxel,to approve and adopt.

BILL NO. 21-172, an Ordinance approving the Preliminary Development Plan of South Side
Farms, for a proposed urban farming community, in the City of Cape Girardeau, Missouri. First
Reading.
A Motion was made by Dan Presson, Seconded by Shannon Truxel,to approve.
Motion passed. 7-0. Ayes: Fox, Guard, Kinder,Moore, Presson, Thomas,Truxel.
BILL NO. 21-173, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of
Cape Girardeau, Missouri, by changing the zoning of property located on Walnut Street, South
West End Boulevard, and Beaudean Lane, in the City and County of Cape Girardeau, Missouri,
from R-2 and R-4,to PD. First Reading.
Council Member Robbie Guard abstained, for financial reasons, due to his employment with
MRV Bank.
A Motion was made by Dan Presson, Seconded by Nate Thomas,to approve.
Motion passed. 6-0. Ayes: Fox,Kinder,Moore, Presson, Thomas, Truxel. Abstain: Guard.
BILL NO. 21-174, an Ordinance approving a Petition for the Creation of a Community
Improvement District; establishing Bloomfield Crossing Community Improvement District as a
political subdivision of the State of Missouri; and directing the City Clerk to notify the Missouri
Department of Economic Development of the creation of the District.First Reading.
A Motion was made by Dan Presson, Seconded by Nate Thomas,to approve.

BILL NO. 21-170, an Ordinance authorizing the City Manager to execute a State Block Grant
Agreement with the Missouri Highways and Transportation Commission, for Environmental

Regional Airport. First Reading.

APPOINTMENTS
Appointments to the Golf Course Advisory Board.
A Motion was made by Stacy Kinder, Seconded by Shannon Truxel, to appoint Janet Esicar and
Josh Parham to the Golf Course Advisory Board for terms expiring November 12, 2024.
Motion passed. 7-0. Ayes: Fox, Guard,Kinder, Moore, Presson,Thomas,Truxel.
OTHER BUSINESS
Set Regular City Council Meetings for the 2022 calendar year.
A Motion was made by Robbie Guard, Seconded by Dan Presson, to set the 2022 Regular City
Council Meetings per staff's recommendation.
Motion passed. 7-0.Ayes: Fox, Guard,Kinder,Moore,Presson,Thomas, Truxel.
