Regular Session October 18, 2021 LL-107 STUDY SESSION—October 18,2021 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, October 18, 2021, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon Truxel present. REGULAR SESSION—October 18,2021 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, October 18, 2021, starting at 5:50 p.m. with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Shelly Moore, Dan Presson, Nate Thomas, and Shannon Truxel present. ADOPTION OF THE AGENDA A Motion was made by Robbie Guard, Seconded by Dan Presson,to adopt the Agenda. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore, Presson,Thomas, Truxel. APPEARANCES None. CONSENT AGENDA Approval of the October 4, 2021, City Council regular session minutes and closed session minutes. BILL NO. 21-148, an Ordinance granting a special use permit to Ritter Communications and Henderson Enterprises, LLC, for purposes of constructing, maintaining, and operating a fiber optic equipment shelter facility at 2365 Independence Street, in the City and County of Cape Girardeau,Missouri. Second and Third Readings. BILL NO. 21-149, an Ordinance approving the record plat of Wood and Huston, Plat No. 1. Second and Third Readings. BILL NO. 21-150, an Ordinance approving the record plat of Humane Society Subdivision. Second and Third Readings. BILL NO. 21-151, an Ordinance authorizing the Mayor to execute Temporary Construction Easements, a Permanent Drainage easement, and a Special Warranty Deed to the Missouri Department of Transportation, for a project on Missouri Highway 177, in the City of Cape Girardeau, Missouri. Regular Session October 18, 2021 LL-108 BILL NO. 21-152, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at the northeast corner of Baldwin Drive and County Road 618, in the City and County of Cape Girardeau, Missouri, from C-2 to R-3. Second and Third Readings. BILL NO. 21-153, a Resolution authorizing the City Manager to execute a contract with Anthem for Employee Health Insurance Services, in the City of Cape Girardeau, Missouri. Reading and Passage. BILL NO. 21-154, a Resolution authorizing the City Manager to execute a contract with Delta Dental for Employee Dental Insurance Services, in the City of Cape Girardeau, Missouri. Reading and Passage. BILL NO. 21-155, a Resolution authorizing the City Manager to execute a Lease Agreement with Pilot House, Inc., for restaurant space and equipment, at the Cape Girardeau Regional Airport. Reading and Passage. BILL No. 21-156, a Resolution authorizing the City Manager to execute a Lease Agreement with Larry Eftink Farms, at the Cape Girardeau Regional Airport.Reading and Passage. Approval of the amendment to the Bylaws of the Cape Girardeau Parks &Recreation Foundation, Article III. 3. titled,Number of Directors; Qualifications. Council Member Robbie Guard abstained for financial reasons due to his employment with MRV Banks. BILL NO. 21-158, an Ordinance accepting a Permanent Sanitary Sewer Easement from Off The Reservation, LLC, for property located on Camp Davis Lane, in the City of Cape Girardeau, Missouri.First Reading. A Motion was made by Dan Presson, Seconded by Nate Thomas,to approve. Motion passed. 6-0. Ayes: Fox, Guard,Kinder,Moore,Presson,Thomas, Truxel. Abstain: Guard. Regular October 18,22021 LL-109 Session BILL NO. 21-159, an Ordinance approving the record plat of LifeHouse Subdivision. First Reading. A Motion was made by Robbie Guard, Seconded by Shannon Truxel,to approve. Motion passed. 7-0.Ayes: Fox, Guard,Kinder,Moore,Presson, Thomas,Truxel. APPOINTMENTS Appointment to the Parks and Recreation Advisory Board A Motion was made by Stacy Kinder, Seconded by Dan Presson, to appoint Anne Dohogne, Meghan Harville, Lewis Jackson Hill, and Brad LaBruyere to the Parks and Recreation Advisory Board for terms expiring October 29,2024. Motion passed. 7-0.Ayes: Fox, Guard,Kinder,Moore, Presson,Thomas,Truxel. Appointment to the Planning and Zoning Commission A Motion was made by Stacy Kinder, Seconded by Robbie Guard, to appoint Kevin Greaser and Melissa Stickel to the Planning&Zoning Commission for terms expiring November 1,2025. Motion passed. 7-0. Ayes: Fox, Guard,Kinder,Moore,Presson,Thomas, Truxel. OTHER BUSINESS Special City Council meeting to declare the results of the November 2, 2021, election A Motion was made by Dan Presson, Seconded by Stacy Kinder, to set a Zoom meeting for November 8, 2021,at noon.
