Regular Session September 7,2021 LL-91 STUDY SESSION—September 7,2021 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Tuesday, September 7, 2021, starting at 5:00 p.m. with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Shelly Moore,Nate Thomas, and Shannon Truxel present. Dan Presson was absent. REGULAR SESSION—September 7,2021 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Tuesday, September 7, 2021, at 5:21 p.m., with Mayor Bob Fox presiding and Council Members Robbie Guard, Stacy Kinder, Shelly Moore, Nate Thomas, and Shannon Truxel present. Dan Presson was absent. ADOPTION OF THE AGENDA A Motion was made by Robbie Guard, Seconded by Nate Thomas,to adopt the Agenda. Motion passed. 6-0. Ayes: Fox, Guard, Kinder,Moore, Thomas,Truxel.Absent: Presson. PUBLIC HEARINGS A public hearing to consider a request to rezone property at 3203 Bloomfield Road, 440 South Mount Auburn Road, 614 Northview Drive, and a portion of the vacated Northview Drive right- of-way from R-1 (Single-Family Suburban Residential District) to C-2 (Highway Commercial District). Mayor Fox opened the hearing. Jeff Maurer, the developer of the proposed project, appeared in favor of the zoning change. He stated that he has visited with several of the neighbors about the project, and about maintaining a good buffer for the residential area. There being no other appearances,the hearing was closed. A public hearing to consider vacating the City's interest in a portion of Giboney Avenue right-of- way, in the City of Cape Girardeau,Missouri. Mayor Fox opened the hearing. There being no appearances,the hearing was closed. APPEARANCES Ramona Bailey asked for clarity on items 6 and 11. Mayor Fox explained the location of the subject property for item 6, and stated location and the purpose of the special use permit being transferred in item 11. Bill NO. 21-127, an Ordinance authorizing the City Manager to execute Amendment #1 to State Block Grant Agreement with the Missouri Highways and Transportation Commission,to fund the completion of a Master Drainage Study at the Cape Girardeau Regional Airport. Second and Third Readings. BILL NO. 21-128, an Ordinance accepting a Permanent Utility Easement from Patricia Lee Popp, for a portion of the vacated Northview Drive, in the City of Cape Girardeau, Missouri.
