Mr. Koehler explained that the Lutheran Home would like to develop the property for eight (8) single-family detached dwellings without subdividing it. The rezoning is necessary because only the RUMD district allows multiple single-family detached dwellings on the same lot. A staff report was submitted to the Commission, which recommended approval of the rezoning request. Chairman Skinner opened the public hearing. Seeing no appearances to speak, he closed the public hearing. A motion was made by Mr. Dowdy and seconded by Mr. Greaser to recommend approval of the rezoning request. Chapter 30 Amendment Regarding Accessory Structures and Uses Mr. Shrimplin presented a proposed amendment to the accessory structures and uses section of the Zoning Code (Chapter 30 of the City's Code of Ordinances). He explained that the primary purpose of the amendment is to modify the maximum footprint and height standards for accessory structures in residential zoning districts. The Board of Adjustment, City of Cape Girardeau Planning & Zoning Commission Meeting Minutes February 12, 2020 Page 2 of 3 .r which recently approved a variance request to exceed the maximum footprint for an accessory structure, asked staff to review the maximum footprint standards and to recommend changes. Staff noted that the maximum footprint of eight hundred (800) square feet for an accessory structure on a lot less than one-half (1/2) acre is close the maximum footprint of one thousand (1,000) square feet for an accessory structure on a lot one-half (1/2) to one (1) acre. Staff also noted that several of the variance requests to exceed the maximum footprint for an accessory structure have been for the eight hundred (800) square foot requirement. Therefore, the amendment proposes to replace these two maximum footprint standards with a single standard of one thousand (1,000) square feet for an accessory structure on a lot one (1) acre or less. In addition, the amendment proposes to replace two maximum height standards for accessory structures with a single standard that establishes a maximum height equal to the height of the principal structure, regardless of lot size (with exception made for church spires, elevator bulkheads, smokestacks, and other features exempted from the height regulations elsewhere in the Zoning Code). The amendment also includes minor wording changes for purposes of clarity and consistency. A motion was made by Mr. Glenn and seconded by Mr. Jackson to recommend approval of the amendment as proposed. The motion passed unanimously. Transportation Trust Fund 6 (TTF6) Presentation Mr. Shrimplin gave a presentation on the proposed Transportation Trust Fund 6 (TTF6) tax initiative. He explained that TTF6 is a renewal of the current one-half percent (1/2%) sales tax dedicated to funding transportation improvements in the city. The current tax, TTF5, is set to -+ expire on December 31, 2020. If approved by the voters on April 7, 2020, TTF6 will provide funding over the next five (5) years for general maintenance and repair of streets and sidewalks as well as eight (8) specific projects. Mr. Shrimplin noted that over the years, a larger portion of the TTF budget has been allocated to general maintenance and repair due to the high number of miles of street pavement in the city. Of the $25 million budget for TTF6, $13 million is being set aside for general maintenance and repair, $10 million is allocated to specific projects, and $2 million is being saved for safety improvements/contingency. The Commission then discussed the specific projects. Mr. Shrimplin asked the Commission members to encourage citizens to vote.
