7. Chapter 30 Amendment Regarding CBD Central Business District
Mr. Shrimplin presented a proposed amendment to the CBD, Central Business District
regulations in the Zoning Code (Chapter 30 of the Code of Ordinances). He reviewed the
key changes, which included: revising the permitted principal uses, permitted accessory
uses, and special uses lists; revising the list of uses exempt from the requirement to be
conducted entirely indoors; revising the design standards for new buildings as well as
exterior alterations and additions to existing buildings, and eliminating the minimum setback

compatibility, which provides for flexibility in design. A motion was made by Mr. Glenn and
seconded by Mr. Koetting to recommend approval of the amendment as proposed by staff.
The motion passed via a unanimous vote.
Commission Communication
Mr. Dowdy discussed the challenges with reviewing subdivision plats as a Planning & Zoning
Commission member. He noted that in cases where the staff report recommends approval
subject to staff's comments being successfully addressed, there are usually a large number of
comments, which makes it difficult for him to do his review. He asked the Commission to
consider adopting a policy requiring all staff review comments to be successfully addressed
before the plat is presented to the Commission for review. Chris Koehler, Koehler Engineering
and Land Surveying, stated that his firm is amenable to such a policy, but only if the staff is
given a deadline for completing their reviews and issuing the comment letters. Chairman
Skinner thanked Mr. Dowdy and Mr. Koehler for their comments. Mr. Glenn stated that he felt
further dialogue is needed before such a policy is considered.
Mr. Glenn gave a reminder that Transportation Trust Fund 6 (TTF6) will be on the June 2, 2020
ballot. He urged all registered voters in the city to vote.
