along with the new Capaha shelter with a concrete deck overlooking the pond and park, will be under construction. The tennis
court parking lot pavement project is complete. The Dog Park has been successful, but users are reporting that people are not
cleaning up as well as hoped. Canady Signs is creating signs to remind people to pick up waste. The Melvin Gateley Vision 2000
Garden is moving from City Hall to Murtaugh Park and will be located in front of the Red House Interpretive Center. Engraved
bricks can be purchased and will be placed around the fountain in the garden. There are plenty of bricks still for sale.
B. SEMO Cup Club Host Qualifications
Ms. Julia Thompson spoke with lack Connell of the SEMO Cup. It is a formal group made up of golf pros around the area that
discuss future locations of the Cup. The group has not shown a lot of support for the Cup to be played at the Jaycee Golf Course,
Ms. Thompson extended an invitation for Jack Connell and the rest of the pros to come out and visit the course. A formal letter
will be sent to this group inviting them to play the course and give them an opportunity to see what the course has to offer. If
they come and play, then Jaycees should be considered. Mr. Eugene Farrar commented that we are going in the right direction.
4. NEW BUSINESS

sold in sponsorships. Buffalo Wild Wings, Arena Golf and Arzen Enterprises have not renewed.

B. Larry Dowdy
Larry Dowdy complimented the crew on what a great course we have during a recent meeting. He brought up his concerns
about golf course etiquette. It was agreed that marshals need to instruct new players on golf course etiquette by letting them
know what is acceptable. He was satisfied at the conclusion of the meeting.
C. Property
The property adjacent to the west of the course has gone up for sale. City Manager Scott Meyer was originally not interested in
purchasing the land, but staff is still discussing options including leasing the house for supplemental income or securing bonds.
Both options would allow for land acquisition only. The land could not be used for golf course operations at this time due to the
financial situation. Staff is ordering an appraisal of the property.
5. REPORTS
A. Golf Course Pro Shop Update — Brian Schlichting
Golf Course Manager Brian Schlichting reported that the golf course was closed for 18 days in December because of winter
weather. Rounds were down by 230, or 50 percent, from last year at this time. This difference has been made up by selling
memberships, 2013 rounds were down 811 for the year, but revenue was up by $24,000.
B. Golf Course Maintenance—Randy Lueder
Golf Course Supervisor Randy Lueder reported that two mowers are left for maintenance and cleanup. A tree on Hole 15 was
cut down that was hanging over the course. Hole 13 needs several dead trees removed and limbs cleaned.
OTHER BUSINESS
Ms. Thompson asked for a volunteer for the Development Committee for projects. Jerry Brey, Jerry Grim and Rick Fehr are on
the committee. Jerry Brey, Robert Pastrick and Mark Ervin are on the Promotions and Advertising Committee.

on the direction that the Golf Course wants to go. When the PRS tax goes for renewal, the Department will have a plan
in place to present for the campaign.

B. Promotions and Marketing Subcommittee report
GOLF COURSE ADVISORY BOARD
FEBRUARY 27, 2013
PAGE
1. Brian Schlichting reported on the promotions the Golf Course has done in the past. Two years ago the Golf Course
started doing Happy Hour Golf with tee time discounts. College student discounts and Twilight rates are offered to
push people towards playing during non -peak times. Last year the board decided to do a military discount with the
same guidelines as the college student discount. The Golf Course will continue to do these promotions for non -peak
times. Schlichting reported on new promotions and marketing that were discussed during the subcommittee.
a. A new promotion called "Save More with Four' would promote 25 percent off greens fees for every player
in a foursome.
b. "Swing into Spring" would be an event to welcome players back into golf season. A two dollar discount of
greens fees on a set Saturday and Sunday would be offered, as well as a retail discount for concessions and
other products. Facebook photo contests and hole contests could also be offered. Robbie Guard made a
motion for Brian to move ahead with "Swing into Spring" pending Julia Thompson's approval. Jerry Grim
seconded. Motion was approved.
c. "Tee Time Prizes" was another promotion discussed. For every round played during set, non -peak times, the
player's name is entered into a drawing for a free round during a non -peak time. Facebook contests to win
round during this time could also be used.
d. The subcommittee also discussed marketing. Brian Schlichting reported that Facebook gives an opportunity
to advertise events and uses geotargeting to reach specific areas. Google Ad Words is a pay -per -click marketing
option and can advertise scheduling tee times through the website. Brian Schlichting would also like to run
newspaper ads for tournaments. Call-in prizes through River Radio could be a radio marketing option. Shared
billboard space with local businesses that the Department has relationships with could be an additional
option. The Jaycees agreed to pay for the Golf Course tee time app for another year.
REPORTS
A. Pro Shop update
1. Brian Schlichting reported that January was closed 19 out of 31 days. Last January the course was closed for

3. OLD BUSINESS
PRS and Casino Projects
a. Parks Division Manager Brock Davis reported that the dirt work for the new shelter at Capaha Park is done.
Shelter installation will begin in the beginning of May. We will also be eliminating some of the overhead wiring
in Capaha Park. The Red House Interpretive Center improvements and the Melvin Gateley Vision 2000 Garden
projects are underway. Bricks are still for sale for the Vision 2000 Garden. The new outdoor fitness equipment
is going in at East Rodney along the LaCroix Trail. Christine, our Fitness and Wellness Coordinator, will start
doing classes on the equipment once it gets installed. Friends of the Parks Day is next Saturday, and the
Jaycees will be out at the Golf Course for that event.
Short/long range plans for Golf Course
a. Scott Williams recapped from the previous meeting. All board members reported their ideas for plans. All
ideas mentioned are reflected in the March meeting minutes.
b. Randy Lueder discussed maintenance issues that need to be addressed in short/long term plans. The two main
issues from a maintenance standpoint are parking and maintenance building space.
i. Currently, there is no lighting in the parking lot area. This causes issues when closing and putting carts
away. Additionally, there aren't enough parking spaces to accommodate parking for tournaments and
events. Right now there are approximately 100 parking spaces, and in the future 150 and 200 spaces
would be needed.
ii. There is currently not enough building space to accommodate maintenance equipment and supplies.
If a land requisition is possible in the future, a new maintenance area could be constructed on that
land; but if not, then a space on the current land needs to be freed for a maintenance area. Right
now, there could be enough room between holes 5 and 6 if an area is cleared to build a new shop to
hold equipment, and a shed to hold fertilizer and other supplies. If we could create enough space to
hold fertilizer, we could purchase in bulk and save money. There would also need to be proper
heating and A/C in a new shop.
C. Hole recommendations
a. On Hole Number 2, no steps are needed at the tee box.
b. Recommendation for Hole Number 3 is to move the tee markers back to save turf and give more tee
placements.
c. No steps are needed on Hole Number 5. Steps could create a liability.
d. For Hole Number 8, no steps are needed at the tee box.
GOLF COURSE ADVISORY BOARD
MARCH 27, 2013
PAGE
e. No steps are needed at the tee box of Hale Number 11. The Improvement Committee would like to push the
vegetation back by the fairway but leave the trees. Randy Lueder suggested filling in the holes with but to
even the area out and put fountain grass where the brush was to make the hale more difficult.
E Randy Lueder suggested putting a ramp in the lower tee box on Hole Number 13, but not putting steps to the
tee box. Gene Farrar suggested putting a slope on the backside of the tee box.
g. Putting a ramp cart path down the backside of Hole Number 15 was suggested. Randy Lueder reported that
the cost would be between $1,700 and $1,800 to pour the 200 needed feet of concrete for the extended cart
path. This project could start in June and the concrete could be poured in July.
h. Randy Lueder suggested putting the ladies tee box on top of the levee. Because the pond would have to be
drained, this would be a winter project.
I . The recommendation for Hole Number 18 is to either blend and make less of a steep slope, or put in steps.
This would have to wait until the fall, and seeding and laying straw would be a better option, as laying sod is
expensive.
j. Randy Lueder reported that his staff will be cleaning up the upper tee box on Hole Number 2 to take some of
the vegetation out. Extending the white tees on Hole Number 3 back 50-60 feet is another project.
k. Gene Farrar suggested improving the drainage in the Hole Number 3 fairway by the pond. Randy Lueder
said a sump pump could be put in to alleviate some of the water.
4. NEW BUSINESS
a. None.

the ground. The new tee box will be approximately 167 feet from the center of the greens,
ii, The Board looked at the new sod being installed on Hole 5.
in. The Board looked at the area that will be re sodded on hole 11. There is an area in the fairway that is
reusable and will be placed on hole 12. The fairway on hole 11 will use 8,500 yards of new sod. In the fall,
staff is looking to cut the underbrush back approximately 25 feet and then filling in to make It a playable
area. The large pecan tree will stay on the hole. If the hole is deemed easier, then a sand trap could be
installed.
Iv. Hole 15 will have a large portion re -sodded. Julia Thompson and Randy Lueder both commented that the
re sodding project will take at least two years to get back to the quality before.
v. Hole 16 will have 6,000 yards of sod replaced.

On hole 17, everything that was cut down to the tee and fairway height was lost.
vii. The new sod on hole 9 was laid yesterday.
REPORTS
A. Pro Shop update
1. Brian Sch9chting reported that the cou rse was closed the last three days in April due to rain. That put April
down $4000 in revenue compared to last April. Memberships purchased increased by five. Schlichting also
reported that the SE MO Seniors Tournament had 230 golfers, and the participants were able to have their
carts on the fairway despite the rain.
B. Golf Course Maintenance
1. Golf Course Project Update. Brock Davis reported that the Bermuda turf has died out in many of the
fairways on the course. Staff is using Zoysia turf to replace the dead Bermuda. Several courses In the area
reported that their Bermuda turfhad died also, as the winter was harsh with many storms of freezing rain and
snow. The Almanac is predicting next winter to be the same, so Zoysia turf will be used in many areas because
it survived the winter weather. Davis reported that Randy Lueder's foresight on diagnosing the problem and
ordering the Zoysia when he did saved a lot of money and time.
Golf Course Maintenance Supervisor Randy Tender reported that some of the higher areas of Bermuda and
areas that were over seeded survived, but none of the rest of the Bermuda did. The freezing rain in January
was what dried the Bermuda out. The City is putting up $44,000 from emergency funds to replace 27,000
yards of sad. The City paying for this is phenomenal. Staff will be replacing sod on 20 tee boxes and five
fairways. The plan Is to shut down areas of the course when the sod is being laid, then immediately opening
up the hole to play. The area In which the sod was laid will be closed to carts until the sod has been mowed
several times.
Julia Thompson said emergency City funds were used to purchase the replacement sod, and gave kudos to
Randy Larder and his staff for a quick diagnosis.

the tennis courts off of East Rodney. The equipment is hydraulics, so will fit the needs of many people. The
Cabana Park shelter is in, and we will start installation soon. A local craftsman union will be doing the majority

Associates for the playground structure and we've picked out the playground to be installed. Once we get the
details worked out, we'll get it ordered and it will take about four weeks to come. We will then start the
installation process.
Parks & Recreation Director Julia Thompson reported that the Department received approval for a speed slide

REPORTS
A. Pro Shop update
a. Brian Schlichting reported Pro Shop revenues. In May, the course was down $11,000 in revenue and $9,000
year to date. For rounds, the course was down 121 in May and 23 for the year. Membership sales were the
same as last year. The course had a really strong first six months of the fiscal year, so revenue predictions will
be exceeded for the fiscal year.
b. The Nightfall Globall will be on July 12 and would like to have board members participate. The tournament will
start an hour earlier this year at 4:30 p.m. There are also a few hole sponsorship still available.
B. Golf Course Maintenance
a. Randy Loader reported for golf maintenance. Staff is still re sodding. All the tees are finished and mowed, and
everything will be getting a top dressing. Hole 10 has crab grass, so staff has sprayed that tee box twice. The
approach on hole 14 has been reworked, and the hole is actually more difficult now. Staff has also been able to
redo some of the areas that we hadn't planned on re sodding because of extra sod since some of the sod could
be stretched out. We have about 5,700 left to put down.
C. Department Briefs
a. Staff briefs were distributed to Board members. Scott Williams reported that July is national Parks & Recreation
