However, they need to start tagging private carts and bags. 2. Mr. Meyer requested help from the board members on filling this slot and advertising for bench signs. After the sells of ads for the bench signs and scorecards, we will work on selling ads for golf tee signs. B. Prioritizing of Non -Capital Improvements A majority of the items listed on the non -capital maintenance improvements will be considered subject to budget allotment or will be taken care of through normal operations. The building of new tees on holes to allow three tee sites per hole may be built by doing a small portion at a time or may have to wait if project is to be completed at one time. The middle or gold tee on hole N 16 may be moved to the other side or in front of the lake. This project will need further research to obtain a good location at an affordable price. Golf Course Advisory Board December 19, 1991 Page 2 Ron Carlton will approach the National Guard Engineers on re- measuring the course yardage and report to the office staff on his information. REPORTS A. Director Dan Muser Director Dan Muser reported that a new culvert has been installed on Perryville Road in front of the golf course. The Winter Golf Frolic was cancelled due to a lack of pre- registration. B. Board Member Dorothy Holland - Trail Fees Board Member Dorothy Holland informed the Board Members that she conducted a rough study of Cape Jaycee Golf Course members that own their own carts. She had a estimated list of 18 members that used their own carts. Based on the average of at least 35-40 rounds a pass holder will play to break even on the cost of a pass, it would cost approximately $200 a year for the trail fee. Dorothy stated that we need to start keeping track of the rounds of play that is used by the pass holder and the revenue collected on trail fees for a full year. Then a study can be made on the issue of a trail fee when we are working with more accurate figures. Director Muser assured the Board that all their suggestions are passed on to the proper parties or being under consideration for future changes. Tom Heath presented a proposal for corporate rates on passes for the course. This will be considered along with other proposals for the upcoming season at the next meeting. There being no further business, Ed Kaiser made a motion to adjourn. Mike Hopen seconded the meeting. Motion passed. Results of Fee Increase Proposal Assistant City Manager Al Stoverink informed the Board that their recommendation proposal for a fee increase was denied by the City Council. The City Council felt that we need to change our management structure before we proceed with the fee increase. NEW BUSINESS A. Management Structure Review Interim Park and Recreation Director Dan Muser informed the Board that a large problem at the pro shop has been that there has not been a pro shop manager during the peak times of play. To remedy the problem we will have two pro shop managers splitting up the time. Rosie Gottlieb will be working with John Snead as a team to work out the schedule of peak times. Board members felt that there was a need to have a visual organizational chart showing the responsibility areas of the golf course management. Several. of the Board Members voiced their opinion for the city not to hire a professional commissioned golf pro. Golf Course Advisory Board January 31, 1991 Page 2 A suggestion was made to have two sets of men's tees on some of the greens to speed up the play. The marshall's cart needs to be identified better to gain more authority. The board felt that we should also use senior citizens as marshalls instead of college students. B. Ideas for Golf Course Promotions Tom M. Meyer gave several unique ideas for golf course promotions. The Board will have a special meeting on Tuesday, February 12, 1990 at 5:30 at the Golf Course to discuss his and other proposals in depth. Assistant City Manager Al Stoverink wanted the Board Members to be prepared at the next regular meeting to discuss their feelings on complimentary passes for council members and golf course advisory board members and the winter pro shop open/close schedule. There being no further business, the meeting was adjourned. Respectfully submitted, Marcia Stone Parks and Recreation Secretary CAPE JAYCEE MUNICIPAL GOLF COURSE ADVISORY BOARD February 12, 1991 The Cape Jaycee Municipal Golf Course Advisory Board held an informal meeting on February 12, 1991 to discuss promotional advertisement for the golf course. Thomas M. Meyer presented his advertising information he had compiled on promotional ideas for the golf course. (Copy attached.) The Board agreed with all the ideas listed and suggested the following additions: Adopt -a -tee -box sponsors can make a monetary contribution to the maintenance of a tee box area in exchange for a small sign to be placed at that tee box with their name on it for a limited time. Fairway markers were made with the stipulation that the sponsors name would be on the markers for the lifetime of the signs. After the signs have deteriorated we can solicit multiple sponsors for two years. The Board felt that we should not promote early morning specials in the summer in order to allow time for maintenance work. A suggestion was made to reduce the greens fee during the winter months since we have only nine holes available for play. Employees should have some type of uniforms with name tags for identification. When we run the specials for Service Clubs, Ladies Day, and Mother/daughter Day, etc. the best golfer of the day could receive a free pass, golf balls or some other prize to make the day special. Assistant City Manager Al Stoverink felt that there were two basic points that need to be decided by the board: 1. How much money would the Board like to spend on a marketing program for the course? We could get a private marketing firm involved. 2. Ile felt that the Board should reconsider their policy an having_ tournaments at the course. He felt that we could charge enough for the use of the course, to make tournaments profitable. Interim Director Dan Muser encouraged the Board Members to review the recent survey on golf course management and provide the staff with additional questions that might be investigated in our attempt to improve our management policies. Golf Course Advisory Board February 12, 1991 Page 2 A suggestion was made to have the league presidents attend the April meeting to continue our good relationship with the leagues that use the course. The Board encouraged Tom Meyer to continue with the promotional campaign and work out the details with Assistant City Manager Al Stoverink. Tom Heath volunteered to help on the campaign. Chairman Kaiser was concerned about filling in dirt around the cart paths. Mr. Muser stated that he was aware of the problem, but the priorities this year has been to make the course more playable for the golfers. Golf Course Advisory Board July 25, 1991 Page 2 Everett Hey reported that the tournament scheduled for the Cape Jaycees is looking great on advance entries this year. Mr. Hey will meet with Dan and Randy on the final arrangements of the tournament. Mr. Hey suggested that we keep a close watch on our tee times. He has had a report of tee off being 25 minutes behind schedule. He suggested using the loud speaker to announce the parties that should be teeing off. Mr. Hey also suggested that the maintenance crew remove the flag from the hole if they are working on it, so the golfers would know not to play on that hole. The recent golf surveys will be put on the agenda next month for discussion. The pro shop is going back to the styrofoam cups instead of the plastic cups to cut down on expense. The plastic cups will still be available for those who want them. There being no further business, the meeting was adjourned. Respectfully submitted, Marcia Stone Administrative Secretary
