It was decided that the leagues could still have their 4:30-5x30 p.m. start time, but if the general public wanted to tee off at that hole that the leagues will need to allow that player or players to feed in line with the league play. When public play is slow the marshal.i and veteran golfers will. need to help speed up play by letting the faster golfers go through. John Schmoll will meet with Director Steve Bone and Golf Superintendent Randy Lueders to look at possible sites to mark stakes for boundaries for their league. Respectfully submitted, Marcia Stone Parks and Recreation Secretary CAPE GIRARDEAU PARKS AND RECREATION GOLF ADVISORY BOARD MEETING December 10, 1990 The Cape Girardeau Golf Course Advisory Board held a special called meeting on December 10, 1990 at the Fairboard Conference Room. Board Present: City Staff Ed Kaiser, Chairman Al Stoverink, Asst. City Manager Liz Gerecke, Board Member Marcia Stone, Parks & Rec. Sec. Melvin Rickard, Board Member Randy Lueders, Golf Supt. Tom Heath, Vice -Chairman John Snead, Pro Shop Manager Tom Meyer, Board Member Dan Muser, Interim Park & Rec. Dir. Everett Hey, Board Member Rosie Gottlieb, Rec. Programmer Dorothy Holland, Board Member M. Scott Crowder - KZIM Radio Jay Eastlick - Southeast Missourian Chairman Ed Kaiser opened the meeting requesting discussion of the proposed golf course fees. Assistant City Manager Al Stoverink elaborated on the City Council's concern that the Golf Course Advisory Board has thoroughly reviewed and discussed all the issues that have risen over the fee increase. The City Council recommended that an open forum become available for the public on the fee increase. Thomas Meyer made a motion to have an open forum meeting this Thursday, December 13, 1990 at 7 p.m. at the A. C. Brase Arena Building. Thomas Heath seconded the motion. Motion passed. Discussion followed concerning the current proposed golf course fee increases. Mr. Stoverink gave the board a background on the reasoning of the current proposed fee increases established by Past Director Steve Bone. Mr. Stoverink summarized that the information provided in a survey done by the Parks and Recreation staff indicated that only two out of the nine golf courses surveyed al.l.owed private carts. The rates established for the senior citizens was the standard 108 discount used by most businesses for senior citizens based on the established basic fee rate. Mr. Stoverink informed the board that the greens fee and cart rental is the revenue to be concentrated on. The increase for regular greens fee rounds would have to be increased 20% for the course to see any type of profit with the current fee structure. The annual pass play is not a money maker for the city. Ideally, for the city to ever make money the passes should be eliminated. Golf Course Advisory Board December 10, 1990 Page 2 Everett Hey made a motion that the current proposed greens fees, membership, and cart rental remain as approved at the last board meeting. He recommended that the private golf carts be charged $4 for 9 holes and $6 for all day. He also recommended eliminating the residents only requirement. Tom Meyer seconded the motion. Discussion followed on the motion. Tom Heath made an amendment to eliminate the loo discount for senior citizens and raise the senior citizen single and senior citizen family pass fee $50.00 each. The senior citizen single would be raised to $200 and senior citizen family $300.00. Liz Gerecke seconded the motion. Discussion followed on the amendment. Motion denied by the majority with one vote in favor by Tom Heath. Tom M. Meyer made an amendment to change the senior citizen single membership fee to $235 and the senior citizen family membership fee to $330. Everett Hey seconded the motion. Motion passed with six in favor of the amendment and one opposition by Tom Heath. The motion to except the following proposed fees with the amendment was approved five to two, with Liz Gerecke and Tom Heath casting their opposing votes. Greens Fee Weekday $ 8.00 Greens Fee Weekends $ 10.00 Membership Fees Single $300.00 Family $400.00 Sr. Citizen Single $235.00 Sr. Citizen Family $330.00 Golf Carts 9 holes $ 10.00 18 holes $ 16.00 Private Golf Carts 9 holes $ 4.00 All day $ 6.00 Passes available to residents as well as non-residents.
