St. Louis. He is showing the City two different ways to go on their improve-
ments. Hehas compiled his information and Mr. Eide is now studying the
information.
The Board wanted to know if they are going to wait on installation of the
irrigation till money is raised or if loan can be taken out. Leroy could
net answer. It is still being discussed through the City C uracil.
Tony Sebek was concerned about the available water that we world have for
the irrigation. Union Electric have expressed that they would not have
capability to furnish water for the irrigation system we are needing. We
will need a well. Tony reported tht the Last two years, we have spent $8,000
on water alone. This could be used against the cost of a we.11.
The monthly reports were harried out. Leroy reported that at the beginning
of March the revenue for the course was $8,000 behind last year. They are
now $7,000 ahead and still going good.
John Baker, representing the Jaycees, stated that they would like to donate
$1,000 project for the course. Several ideas were mentioned:

carts. They are now averaging 37 carts running daily.
Tony Sebek presented a letter received from Curtis Smith

for medical handicap patrons on golf cart rental. Much
discussion followed concerning chis matter. 'The noard decided
that they were sympathetic, ouc our golf carts are already
running short without giving a discount to encourage more use.

in any older house that might need to be moved, due to a
construction of a larger building. This could be the s[art

compared to April 1984 of $15,325. Increaseof $14,507.
Discussion of placing bulletin board on outside of clubhouse for
scores on the tournament. This would relieve traffic from inside
and allow more room for those wanting to purchase something from
the stand.
Discussion of the ladies golf club selling grilled hamburgers at the
tournament. Proceeds would go back into the ladies golf club for any
prizes they may be giving away in the future. Liz Gerecke will discuss
this at their next meeting.
Leroy mentioned a problem that he is having on # 15 green. A land
owner reported that he saw a golfer break through the golf course
fence, damage a tree owned by the golf course. Then he proceeded to
look for his ball on the land owner's property without permission,
even after the land owner asked him what he was doing there.
There are, so far, 28 registered for the tournament. Many will
register the last week. Leroy is expecting around 90.
Pi Kappa Alpha Alumni requested permission to use the golf course
for a tournament in September with approximately 40 participants.
Liz Gerecke made the motion that the Board deny the fraternity the
use of the course. The course would loose money by shutting down
for only forty people. Paul Bray seconded the motion. Motion passed
unanimously.
Leroy announced that for the first time since he started in 1978, that
he and his full time staff would be getting time and half for anything
over 40 hours instead of compensation time that they were accumulating
and unable to used.

Board was held on July 23, 1985 at the Arena Building,

Tony Sebeck opened the meeting calling for any old business
Leroy Coryea reported on the Cape J. C. Municipal Tournament that
was held in June. The committee had estimated 70 teams entering
the tournament. They only had 52 entries. Majority of the teams
were from our wn club. We had 8 or 9 teams from other areas.
Overall look at the tournament, we lost approximately $1,500
by closing the course for that weekend. Regular weekend play
would have surpassed the revenue made from the tournament.
General consensus ofthe Board that they will probably not have
the tournament next year. It will be discussed again later in
the year.
The monthly reports were handed out for the month of May and
June. Attendance has been excellant even with the extreme
hot weather. The revenue for the month of June 1985 was $31,007
compared to June 1984 of $30,320.
Leroy informed the members of the Board that the USGA representa-
tive will be at the golf course August 1 at 8 a.m. All Board
Members are invited to attend to ask any question that they might
have.
Leroy reported that they now have 36 golf carts running most of
the time, but is concerned to how long they might last.
We have 20 -1978 Pargo battery golf carts, 10-1979 Melox battery
golf carts and 9- 1980 gas carts. All of which have exceeding
the average life of a commercial cart.
The mowing equipment at the course is showing a lot of age also.
The Greensmower works 7 days a week, 1978 model. Average life
6-8 years. They have another greensmower that they are using
for a tee and apron mower that works 5 days a week, model 1976.
Also has a 1967 truckster and 1975 cushman.
Chairman Tony Sebek stated that this needs to be discussed with
all members of the Board present. This will be listed on the
agenda for the next meeting. Also, at the next meeting, discus-
sion of forming sub -committees will be brought up. The next
s heduled meeting is for August 20, 12 noon at the Arena Building.

The luncheon meeting of the Cape Girardeau Municipal Golf Course Advisory
Board was held at 12 noon on September 24, 1985•

Norman Robert, Board Member Leroy Coryea, Golf Course Superintendent
Paul Bray, Board Member Stephen G. Bone, Director of Parks 6 Recr.
Liz Gerecke, Board Member Curtis Smith, City Councilman
Marcia Stone, Recording Secretary
Tony Sebek opened the meeting with an introduction of Mr. Gary Kern, the
Golf Course Architect.
Mr. Kern presented a preliminary sketch on the fairway automated irri-
gation system with double row fairway sprinkler. This system would have
a total of 293 sprinkler heads plus the existing heads, One sprinkler
head alone reaches 60-65 foot range, This system works very well with
the two (2) existing pump stations, Lines can be interconnected, in case
one pump is down, we can go on emergency, where one pump handles the whole
course. Estimated cost will be pushing $157,000- $180,000 range.
Next week, Mr, Kern will have a preliminary sketch on the fairway automated
irrigation system with single row sprinklers. Which would be a less
expensive way to go, but not as efficent. It has a larger head that reaches
80-85 foot range. It also would have a harder pressure. It would be
feasible , however, to partial install line so that the second sprinkler
head could be installed at a later time. Cost of each head is $100, plus
approximately $100 labor.
Discussion followed concerning the fairway correction and improvements that
need to be done before the irrigation is put in. Mr. Kern, Leroy, and
Steve Bone will be going over the different areas that need to be corrected
and compiling a proposal on man hours, contract hours, and cost figures,
that will be presented to the City Manager's Office for approval. These
corrections will increase play and speed up play.
Mr. Kern will have the preliminary sketches submitted to the City Manager's
by October 10th and final drawings to go out for bid within 45 days following.
There being no further business the meeting was adjourned.
The next scheduled meeting will be held at the Arena Building on October 22.

Leroy presented the preliminary report on the Automatic Irri-
gation System submitted to him by Gary Kern, the Golf Course
Architect.
The single row system's approximate cost would be $126, 849.17.
The system has a bigger head which throws the water further
and faster. With the type of clay and rock soil that we have
the water would not have a chance to absorb into the ground
as well. This single row system was placed in Jefferson City
and they wish now they could change over to the double row,
because they were dissatisfied.
The double row has two small heads which lets the ground absorb
the water better. The cost for the double row system would
be approximately $155,482.33. Certain factors could reduce
this cost by allowing the golf course employees to install the
pipe. The automation would still have to be made by the contractor.
This would reduce the installation cost, which is now approximately
40% of the over all cost. And the sprinkler heads on the par
three holes may be temporary eliminated with provisions for future
installation; interim fairway irrigation could be accomplished
with one quick coupling valve. This item would reduce the system
cost by over $2,500.00. The Board doesn't feel this cost saving,
would be worth the loss in the system.
Liz Gerecke made the motion that the City go ahead with double
row fairway system. Norman Robert seconded the motion. Motion
passed unanimously by the Board.
The next order of business was the two Board Members whose
terms will expire on November 12. (John Baker and Liz Gerecke)
Norman Robert made the motion to re -appoint John Baker and
Liz Gerecke to the Board. Paul Bray second the motion. Motion
passed by the Board.
Norman Robert and the Board congratulated Leroy and Steve on
the amazing improvements on the land excavation in the past
couple of weeks at the course.
There being no further business, the meeting was adjourned.

The minutes of the October meeting were approved.
Chairman Sebek opened the meeting with a report from Leroy Coryea.
Leroy reported that Gary Kern, the Golf Course Architect, will have
the irrigation proposal into the City Administration office some
time in December. It should be ready for the bid format on
January 1. The proposal is being built around the double row
irrigation system as recommended by the Board.
Tony Sebek reported that businessman, John Schmoll, from S. E.
Golf Discount, approached him with an offer to set up a display
and salesman at the Course. Tony will have Mr. Schmoll submit a
written proposal to the Parks and Recreation Department for review,
along with the proposal already submitted by Coach Carroll Williams.
Chairman Sebek reported of a problem that has been growing at the
Course. There has been a couple of members of the Course that have
been interfering with the play of other golfers while they search
the grounds for golf balls that they can resale. After much discus-
sion, it was decided that Chairman Sebek draft a letter informing
the gentlemen that they are causing a problem and request that they
refrain from their ball searching for profit. If the problem still
persists, then the City will take legal action.
Leroy mentioned that he now has a list of 16 people that are willing
to jointly build a cart facility on the course, or would like for
the City to build so they could use on a rental basis. Leroy sug-
gested a pole barn 20 ft. x 100 ft. with 8 ft. stalls that could
hold up to 29 private carts.
The election of officers was next on the agenda. Norman Robert made
the motion that Tony Sebek be re -appointed as Chairman. Paul Bray
seconded the motion. Motion passed. Norman Robert then made the
motion that John Baker retain his appointment as Vice -Chairman.

The luncheon meeting of the Cape Girardeau Municipal Golf Course
Advisory Board was held at 12 noon on December 17,1985.

Tony Sebek, Chairman Leroy Coryea, Golf Superintendent
John Baker,III, Vice -Chairman Steve Bone, Director, Parks & Rear.
Paul Bray, Board Member Marcia Stone, Secretary
Liz Gerecke, Board Member Hap Logsdon, Guest
Marvin Fitzpatrick, Guest
The minutes of the November meeting were approved as mailed.
Tony Sebek opened the meeting with an introduction of our
guest; Hap Logsdon and Marvin Fitzpatrick, representatives
from a group requesting a golf cart shed to be located on the
calf course.
Mr. Logsdon informed the Board that they would like to request'.
a 18 x 48 ft. building to store their carts. Each stall would
be 7 x 9 ft with gravel floor and gravel parking. There would
be 24 stalls. They now have 17 committments on their list
of people that will jointly fund the building. An example
of cost and arrangements were as follows:
1. Approximate cost of metal building $8,500.00
2. They would pay rent to the city
individually estimated rental of $ 10.00
each month. Of which the first
three year's rent would be paid
up front (approximately $360 a
piece) x 24 renters would be $8,640.00
3. After the first three years' rent
is waived. The individuals would
resume their monthly payment.
All of the above cost figures would be determined by the final
negotiations approved by the city and renters. The cart shed
would be the property of the city's. The location and type
of building would have to be approved by the City.
Mr. Logsdon informed the Board that they would need an answer
as soon as possible, if the project would be feasible within
the next several months. Their present rent is due on
January 31 for the entire year.
Paul Bray made the motion that the Board approve the concept
subject to working out final arrangements with the City.
1. This is for the people that has been playing daily for
years.
2. These individuals already have their own carts and pay
the fees required. Due to the fact that we do not
have enough carts to rent out , we are not jeopardizing
the city in anyway.
John Baker made an ammendment to the motion stating that the
cart shed should be made for only 24 stalls, so no other
people will be encouraged to buy their own carts.
Liz Gerecke seconded the motion. Motion passed unanimously.
